14 What to look for in the RFP Deadline Sponsor’s focus How to apply (Electronic? Mail? Email?) Applicant Eligibility Budget – Cap? – Eligible and Ineligible costs? – Indirects? – Matching? Time period: Start date? Length of funding? Formatting: Font, Page limits, Formatting, Sections to include

16 WISPER To access a WISPER record, you must be a participant on that record: – Principal Investigator – Approver – Routee – Campus Contact

17 WISPER – Where to look for information History Tab – All record actions that are automatically recorded by the system SPO Action Tab – Who in RSP is working on the record, their notes Attachments – Proposal-related documents, award documents Comments – Notes added by record participants

18 Roles and Responsibilities PI Status – All faculty have PI status. Anyone else must request and be approved for PI status by their department and dean’s office. 19 Roles and Responsibilities PI: Find funding opportunity, Prepare proposal, Route & Submit Department Administrator: Work with PI to complete and submit, assist with budget preparation, Initiate/approve the WISPER record Department Chair: Verify PI eligibility/availability, Verify resources & facilities, Assure the work fits the department’s mission Dean: Assure compliance, review and approve submission RSP: Negotiate agreements, Institutional signatory, Accept awards, Set up projects

20 Subcontracts When we are a sub: – Have the RFP from the primary sponsor – Treat the subcontract submission just like a proposal Route, at a minimum, Budget and budget narrative, Scope of work, Letter of Intent (see sample)

21 Subcontracts When we will have a sub, we must have: – Budget and budget narrative – Scope of work – Letter of Intent, signed by an official of that institution – Any additional docs that may be required by the sponsor. – WITHOUT THESE DOCUMENTS, WE WILL NOT INCLUDE A SUB IN OUR PROPOSAL

22 Subcontract vs. Vendor Subcontract – Performance measured against whether the objectives of the federal program are met – Has responsibility for programmatic decision making – Has responsibility for adherence to applicable federal program compliance requirements – Would publish with the PI

23 Subcontract vs. Vendor Vendor – Provides the goods and services within normal business operations – Provides similar goods or services to many different purchasers – Operates in a competitive environment – Provides goods or services that are ancillary to the project
