1 Do Now:  When attempting to correct wrong doings, what is the ultimate goal: Punishment or Rehabilitation?  What problems could a government run into if they are too ambitious?  What problems do you think the Reconstruction effort could create? Why?

3 Will Reconstruction last?  Why or Why not?

4 Reconstruction continued  Violence in the South- Race riots in Memphis and New Orleans left 80 African Americans dead  Radical Republicans won the majority in Congress  What impact will this have on North/South relations

5 How could congress enforce their new laws?  Sent in the military to control the ten former Confederate states  Split the South into 5 military districts

7 North/ South Division  Former slaves became citizens and acquired the right to vote  Southern whites were bitter and had no political power…Why?  Attempted to stop African Americans from participating in politics… How?

12 The Ku Klux Klan  Established as a club for Confederate veterans  Killed thousands of African American men, women, and children  Wanted to end the Republicans power  Re-establish white supremacy  Also attacked whites. Why?

13 KKK also attacked whites  North Carolina State Senator John Stephens, a white Republican, answered warnings that his life was in danger by saying some 3,000 African Americans supported him “at the risk of persecution and starvation” and that he would not abandon them  He was assassinated in 1870

15 The KKK effectiveness  Intimidated Republicans and African Americans from voting  Southern Democrats won elections in Mississippi, Florida, SC, and Louisiana  The KKK also destroyed land and would not hire any former slaves that voted Republican

16 Congress Fights Back  Passed the Enforcement Acts  Federal supervision of elections  Gave President Grant the power to use Federal troops against the Klan

17 1872 More problems for Reconstruction  Amnesty Act- Allowed former Confederates to vote and hold office  Who would they vote for?  Freedmen’s Bureau expired  Southern Democrats were regaining political power

19 Democrats regain the South  By 1875, most Southern states were led by Democrats  Established Home Rule- states were in charge  Congressional Reconstruction was over.
