4 Citizen Volunteers in England  It was considered each citizen’s duty to defend king and country.  Volunteers called constables  Towns divided into Shires, each town had a Shire reeve  Towns had volunteers to protect the streets at night

5 City Police Forces in the U.S.  From colonial times until late 1800’s citizen volunteers enforced laws in most towns.  1829 paid law enforcement officers patrolled London. “Bobbies”  10 years later started in Boston  1844 New York  1870 Most other cities had paid police  Rural areas used Sheriff, followed English process.

8 Policing Today  Unlike most countries in the world today, the U.S. does not have a national police agency.  More than 40,000 independent law enforcement agencies exist at the local, state, and federal levels of government.

9 Public View of Police  Viewed as crime fighters  They also spend substantial time on many other tasks in society –Settle disputes –Handle many forms of social work –Monitor public protests –Control traffic –Respond to medical emergencies

10 Pressures and Fears of Police  Their duties have become more dangerous and more complex. –Availability of dangerous weapons –More critical news media –More critical public –Budget problems
