4. Citizen Volunteers in England  It was considered each citizen’s duty to defend king and country.  Volunteers called constables  Towns divided into Shires, each town had a Shire reeve  Towns had volunteers to protect the streets at night

City Police Forces in the U.S.  From colonial times until late 1800’s citizen volunteers enforced laws in most towns.  1829 paid law enforcement officers patrolled London. “Bobbies”  10 years later started in Boston  1844 New York  1870 Most other cities had paid police  Rural areas used Sheriff, followed English process.
