Clinks priorities Service User Engagement Promoting the diversity of the sector – BME, Young People, Faith (Women) Small organisations and strengthening innovation Effective commissioning Improving effectiveness

VCS opportunities MOJ Review and NOMS opportunities New money (eg women) via NOMS Prison Service and capacity issues Probation 10% target (around £68m) The ‘other’ 50%

Let’s be frank! Vision and Direction Organisational and capacity tension The reducing re-offending model (needs and risks) Commissioning and the contract culture Transfer vs Transform Financial resources

To-day! A new language… Current evidence is sketchy Resource impact has been minimal Many positive projects but they remain projects More of the same done or commissioned in different ways Culture of low expectations and risk management Service users maginalised

The How (not just the what!) What offenders (and others) tell us: The value of a personal, reliable, sustained and comprehensive professional relationship. Who? The value of self-esteem and a belief in the future. Where?

The vision “People will never be able to change their lifestyles in significant ways until they see these decisions in the context of meaningful membership and belonging in small and wider groups”

The opportunities In positive family and friendship groups Who supports this? In employment (not getting to employment) Who does this? In leisure and recreation Who cares?

The principles of success Leadership and confidence Motivating the individual offender to become part of the solution rather than a passive recipient Placing individual personal development at the heart of risk management Moving from need to aspiration Shifting cultural perceptions

Cloud cuckoo land! Lack of public confidence Increasing numbers Stuck re-offending rates Persistent alienation and demonisation of some communities Increased costs Past singular solutions have not worked Things could be different!
