4 REFERRING TO THE CORRESPONDANCE DTD FEB. 12, 2010 OF ENVIRONMENT AND FORESTRY MINISTRY (GENERAL DIRECTORATE OF ENVIRONMENTAL MANAGEMENT), NOTIFICATION PROCEDURES ARE BEING HELD BY DIRECTORATE OF IZMIR PROVINCE ENVIRONMENT AND FORESTRY.

5 NOTIFICATIONS PROCEDURES : 1- FOR THE SHIPS, ARRIVE IN THE SHIP DISMANTLING AREA, HAZARDOUS WASTE INVENTORY IS PREPARED AND ISSUED TO DIRECTORATE OF İZMİR ENVIRONMENT AND FORESTRY BY WASTE MANAGEMENT CENTER.

6 2-RELATED STAFF OF PROVINCE DIRECTORATE OF ENVIRONMENT AND FORESTRY SHIP TO CHECK THE CONTENTS OF THE INVENTORY. 3-MINUTE IS WRITTEN AND SIGNED BY BOTH SIDES. 4-NOTIFICATION CHECK FILES AND ITS ANNEXES PREPARED BY SHIP RECYCLING ASSOCIATION ARE ISSUED TO PROVINCE DIRECTORATE OF ENVIRONMENT AND FORESTS.

7 THE DOCUMENTS NEEDED FOR CONFIRMATION OF NOTIFICATION ARE AS FOLLOWS : -MINUTE OF PROVINCE DIRECTORATE OF ENVIRONMENT AND FORESTS, -INVENTORY REPORT OF THE SHIP, -RADIATION AND BREATH AVAILABILITY REPORTS -BANK STATEMENT, -NOTIFICATION (ORIGINAL-2 PIECES), -EYEWITHNESS REPORT, -DISMANTLING PLAN

8 IF THE PREPARED DOCUMETS ARE COMPLETE, NOTIFICATION DOCUMENTS ARE APPROVED BY DIRECTORATE OF ENVIRONMENT AND FORESTRY AND SENT TO ALİAĞA CUSTOMS IN ORDER TO GET SHIP DISMANTLING PERMIT, THEN TO SHIP RECYCLING ASSOCIATION, FIRST BY FAX THEN THE ORIGINAL IS SENT BY MAIL.

9 FIRST NOTIFICATION WAS APPROVED IN FEB. 25, 2010 AND 91 NOTIFICATIONS WERE APPROVED BY JUNE 30, 2010.

10 . RECYCLING PROJECT OF SHIP DISMANTLING WASTE (Gemi Söküm Atıklarının Geri Dönüşümü Projesi) Izmir Development Agency 2009 Tourism and Environment Financial Support Program

11 This project has been approved within the scope of IZKA - 2009 Tourism and Environment Financial Support Program. The project shall start as of July 16th, 2010 by signing the contract. The project owner organization is Izmir provincial department of environment and forestry Affiliate 1: Association of Ship Dismantler Industrialists, Affiliate 2: Izmir Environmental Protection Association. Total Project Budget:TL 760,683.48 IZKA Support: TL 570,512.61 Self Financing Contribution: TL 190,170.87 Project Duration: 12 Months RECYCLING PROJECT OF SHIP DISMANTLING WASTE

12 Facilitation of recycling and disposal of hazardous wastes generated by dismantling operations at the Ship Recycling Site which is operated only in Aliağa county of Izmir city in our country following collection and temporary storage by utilizing the Waste Management Center to be installed within the scope of project in compliance with Hazardous Waste Control Regulation of the Environmental Law. General ObjectIve:

13 Specific objectives to be accomplished by the project to contribute in the general objective: 1- Avoiding negative impact of ship dismantling operations taking place Aliağa county of Izmir city on employees, local population, water (sea) and earth pollution is targeted. 2- Recycling of 1100 tons of waste cables per year and 32800 tons of bilge water and oily water per year (33900 ton per year in total) from the site to the economy is targeted. Bilge and oily water are evaluated as hazardous wastes and bilge water has 13.04 and oily water has 13.08 code.

14 Specific objectives to be accomplished by the project to contribute in the general objective: 3- Recycling cable waste of 1100 tons/year from dismantling operations taking place at Ship Recycling Site which is classified as hazardous waste by the Waste Cable Recycling Facility, thus preventing cupper loss up to 40% and recovery of 440 ton/year of cupper for the economy as raw material. 4- Following analyses of 660 tons plastic wastes per year from the site which are specified by Regulation of Hazardous Wastes, Annex 5, these wastes shall be recovered for plastic raw material industry or used for the purpose of power generation in facilities licensed to burn additional fuels according to results of analyses.

15 Specific objectives to be accomplished by the project to contribute in the general objective: 5- Economic Recovery of 9800 tons of waste oil per year to be obtained from dewatering of bilge water of 32800 tons/year formed within the site, oily waters and waste oily waters from the ship dismantling site by Oily Water Dewatering Facilities to be installed and treatment of waste water of industrial quality formed during this process shall be facilitated. 6- By this means, avoiding contamination of the said wastes by other wastes during shipment when they are sent for disposal is targeted.

16 Specific objectives to be accomplished by the project to contribute in the general objective: 7- Avoiding primitive unregistered business and operations by preventing the cables to be acquired by illegal persons and parties by the said project is targeted. 8- Training of 3000 people in total including legislation information is aimed over training 38 personnel of 19 Ship Recycling companies operating in the region and 6 personnel who will be employed for the operation of the facility, 44 people in total.

17 Specific objectives to be accomplished by the project to contribute in the general objective: 9- Furthermore Creation of environmental awareness on 4650 people in total consisting of 1200 concerned people who shall participate in training provided by Aegean Region Chamber of Industry (EBSO), 450 people reached via training programs devised by Aliağa Municipality Culture Center and the local community is aimed.

18 PRIMARY OBJECTIVE OF THE PROJECT COLLECTING; SCRAP CABLES, BILGE WATERS FROM HULKS OILY WATERS FROM CUTTING OPERATIONS CARRIED OUT ON THE SITE, TO PREVENT THEIR NEGATIVE IMPACTS ON THE LOCAL COMMUNITY, EMPLOYEES AND SEA-AIR AND EARTH POLLUTION AND RECYCLING.

24 SCRAP CABLES Electrical isolation structures and synthetic, organic petrochemical materials with uninflammability properties are used for production of cables carrying electricity and heat energy.

25 INCINERATION HAZARDS OF PCB AND OTHER CABLES… Chemicals affect workers by skin contact and respiration. Especially cables containing PCB which are incinerated to obtain copper wire causes emission of very toxic dioxins and acute disorders in living things far away via air streams. PCBs circulate through all the body and stored at fat tissues.

26 HAZARDS OF PCBs AND OTHER CHEMICALS… These wastes are more abundant in animals which are at the top levels of the food chain, because these animals feeding on smaller animals accumulate wastes in their bodies thus expose to higher levels of those hazardous substances. They contaminate humans as well with their meat.

27 DIOXINS… Dioxins formed by incineration of materials containing PCB (polychlorinated dibenzo-p- dioxin) require special attention due their high toxicity compared to PCBs. They reach living organisms very far away and cause acute disorders. The most common short term effect of dioxin exposure is progressive acne.

28 CABLES CONTAINING CADMIUM AND PVC (Poly Vinyl Chloride plastics) CadmIum used for PVC cable productIon comes out when exposed to heat and causes anosmia (loss of smell) and lung cancer formation

29 Cable incineration is economic loss... Cable isolations incinerated unconsciously constitute a great danger for environmental and human health besides economic loss. Recyclable plastics of cables are terminated and approximately 40% of copper they contain is lost thus as a result of incineration thus quality is reduced.

30 Other hazardous substances used for cable isolation… Lead: It is a highly toxic heavy metal abundant in all environment and especially in city air. It is used as a cable insulation as well. Lead causes awareness and behavioral disorders and hypertension in young people in particular.

31 DOES CABLE STRIPPING MACHINES CONSTITUTE A SOLUTION?... In recent years, some organizations aware of health and environmental risks of cables procured simple design cable stripping and breaking machinery and began separation operations, however separating thin cables from copper wires is impossible for those machines. Contact with oil causes serious hazards. Plastics containing PCBs causes release of new materials containing PCBs.

32 RECYCLING FACILITIES COPPER LOSS IS 1% WITH APPROPRIATE MACHINERY TAKING PCBS AND OTHER CHEMICALS UNDER CONTROL PROTECTION OF ENVIRONMENT AND EMPLOYEE HEALTH IT IS NECESSARY FOR RECYCLING PLASTICS ACCORDING TO ANALYSIS REPORTS.

33 TERMINATION METHOD FOR PCBs AND OTHER CHEMICALS HAZARDOUS CHEMICALS CAN ONLY BE TERMINATED BY INCINERATION AT 1100°C. PCBs emissions are very likely during incineration of industrial and domestic wastes. Many domestic waste incinerators are incapable of terminating PCBs. Termination of PCB contaminated wastes should be performed under control, especially incineration temperature (1100°C), time and turbulence must be considered.
