2 Why a FRAMEWORK for Climate Services? - Because climate services do not get the last mile to those who need them the most. 2

3 Why a FRAMEWORK for Climate Services? - Because important research does not move rapidly to climate services for the most vulnerable. 3

4 Blue dots – more than 90% of data received. Red and yellow dots – less than 5% of data received Why a FRAMEWORK for Climate Services? - Because there are many gaps in the observation networks supporting climate services. 4

5 What are climate services ? 5 The development and provision of data, information products and advice relating to climate to assist in decision-making.

6 What benefits? 6 Strengthened climate services will lead to improved decisions and i.a. socioeconomic development, reduced disaster risk and climate change adaptation. Global death and death rates due to extreme events 1900-2006.

7 7 Components of the Framework

8 Capacity building investment: National capacity upgrade: 70 countries do not have basic climate services; Regional centers: 4 new centers and 4 upgraded (would fill gaps in existing system); Observing stations: an additional 100 surface & 10 upper air stations (approx) needed; Governance and management to be set up ASAP; Total investment USD 50-100 M. a year 2012 - 21
