What will the project accomplish? Why is the project needed? What are the goals and objectives? Who will benefit? When will the project occur? Who will manage the project?

Who will serve as the Principal Investigator (PI)? How will the results be measured? How much funding is needed? Does the project fit with the mission of the IEEE?

IEEE Development Office (DO) is responsible for submitting proposals on behalf of IEEE DO will review proposal for: Completeness and understandability Compliance to agency guidelines Consistency with IEEE mission Terms if grant awarded

14 PI Required to Provide to DO
Conflict of Interest statement for proposal PI Assurance, to certify: Proposal true, complete, and accurate Agrees to accept responsibility for scientific conduct of project and file reports in timely manner Agree to comply with grant terms and conditions Declare not debarred or suspended

16 Consideration for U.S. Government Funding
Program Income – must use first Is the project considered research? If yes, does research includes Human Subjects or animals IEEE does not have Federal Wide Assurance for Human Subject/animals Will project significantly impact environment?

Is BAA subject to Executive Order 12372? Are all expenses considered allowable per U.S. OMB A122? Who keeps copyright? And much, much more
