Falls under the Multiannual Financial Framework (MFF) Common Fund Instrument for trans-EU network (TEN) to: Accelerate deployment of infrastructures needed at EU level Enhance cross-border connections and tap existing gaps (e.g. tackle single market fragmentation through pan-EU ICT networks/services) Promote territorial convergence connecting the centre-periphery Deploys innovative financing tools Based on the same principles underpinning the MFF : Result-focused, simplification, conditionality, leveraging investment

3 ICT for Health – Benoît Abeloos – Peteris Zilgalvis – eHealth Business Modellijng 22 June Policy drivers Boost smart, sustainable and inclusive growth, in reflection of the Europe 2020 targets and the Digital Agenda for Europe (DAE) Achieve EU-wide interconnection of networks at a minimum cost Address existing hurdles preventing full unleash of the single market Build an environment conducive to and attractive for private investment, key to favour sustainability of financing Establish sector-neutral common solutions, where viable.

5 ICT for Health – Benoît Abeloos – Peteris Zilgalvis – eHealth Business Modellijng 22 June ICT for Health – Benoît Abeloos – CEF CEF for Telecommunications & ICT 9.2 B funding will cover digital services infrastructures and broadband Objectives: Digital services Promote the interconnection and interoperability of national public services on-line Increase the percentage of citizens and businesses using public services on-line Make more public services available across borders Investments targeted towards development, implementation, as well as the costs of running the infrastructure at European level.

7 ICT for Health – Benoît Abeloos – Peteris Zilgalvis – eHealth Business Modellijng 22 June ICT for Health – Benoît Abeloos – CEF Implications for epSOS To help addressing issues of: - Long term financial sustainability, due to - Limited or no participation of private capital due to high risk, and - No or modest ability to generate revenues from commercial exploitation in the short-medium term CEF would provide the initial capital expenditure to launch the services on large scale, but need to find a self self- sustainable business model to cover costs

8 ICT for Health – Benoît Abeloos – Peteris Zilgalvis – eHealth Business Modellijng 22 June Need to plan eHealth CEF deployment and governance Type of cross-border services to be deployed and their drivers Identification and quantification of major cost items: Initial infra and infostructure to be deployed Scaling up of services Interoperability assets (open source components, specifications, mini-ontologys…) to be developed and maintained Helpdesk, training, dissemination,… Governance structure involving member states Interoperability testing and audits Part of central versus national/regional costs
