10 LDO/CWO Community Leg 2 - Career/Professional Needs
The Detailer is your career planner Our number one goal is to get you promoted You will be offered diverse billets to keep you competitive. This typically means taking orders at several different duty stations in varying geographic locations. To be competitive, take the hard jobs and perform! There is NO substitute for Sea Duty. Senior leadership is consulted from the appropriate designator and board results are tracked We utilize a ‘complete’ detailing picture Follow the outlined career progression plan to remain competitive for promotions. For all but NUCs: For NUCs, your career progression plan is found in this brief.

Flow Point: Average years of service when an officer is promoted (paid) to the next grade Selection Rate: Percentage of all officers selected for promotion Number selected divided by the number in-zone (selected/in zone x 100 = selection rate) Includes officers selected from above, in, and below the zone Max below zone - 10% (legal limit) (very unlikely for LDOs) No above zone limits (by law or policy) As long as you’re on the Active Duty List you will be considered Note difference between “Opportunity” and “Selection Rate”

MPM – Procedures for Officers not Desiring Orders to Command or Executive Officer “In those instances when an officer has been screened for commanding officer (CO) or executive officer (XO) but does not desire orders, the following procedures apply: Officers indicating non-acceptance of these orders will be required to submit an official notification to Navy Personnel Command (NAVPERSCOM). This letter and the results of subsequent actions will become a part of the officer’s official record.”

This slide illustrates the impact of under-accessing in the late 90s that was subsequently over compensated for in early This significant disparity in accessions has produced the inventory challenges we see today. The good news is that accessions have been stable for the last decade and the inventory overage will age out with time. 10 years of ‘stable’ accessions are mitigating inventory excess

48 Nuclear LDO Community Current Inventory Distribution
In addition to a billet base which is mis-aligned, we have inventory mismatches We have challenges in O4, O5, and O6 inventories, all for different reasons, but all linked to each other As a result of non-rigorous accessions modeling and very inconsistent accession missions, LDO inventory excess and shortfalls exist from O3 to O5 The Left hand graphic shows: First, an O4 inventory shortfall in YCS due to underaccessing from and then not agressively retaining these officers Second, an O5 inventory shortfall - At the start of the Fiscal Year, we had 21 CDRs for 33 billets with 24% retiring this year - We have an insufficient number of O4s to fill in the holes in O5 - The short-term fix is we are conducting back-to-back CVN CHENG tours (O5 billet) Lastly, we have excess inventory – most of that excess is at the O3 grade Will feed the O4 shortage But, many LDOs retire when the reach the minumim Average retirement is at 13.6 YCS Will need to use this excess to build the future We need to carefully manage our inventory to fill our requirements AND when we re-structure we NEED to keep this inventory profile in mind as we do Lack of CDR inventory puts CVN CHENG and senior NR Field Office manning at risk in the near term LT inventory excess will alleviate shortfalls at LCDR/CDR in time YG99 CDRs are starting to fill critical CDR billets (CHENG/PMA)

History of LDO Selection Quotas Quotas limitations were first used at the FY12 LDO board to minimize the impact of selections on the ET(SS) rate After the success of the FY12 quotas they were expanded to prevent over selection of MMC(SS) and then to minimize impact on EDMC pool Quotas for FY16 LDO board No more than 27 total submarine and 23 total surface selections No ET1(SS) selections No E-8 submarine or surface selections No more than 2 each ETC, EMC, or MMC submarine or surface selections Reason for FY16 Quotas ET(SS) is the most stressed rate in the NNPP with an at-sea supervisory manning below 40%, thus no ET1(SS) selections were allowed Submarine EDMC manning concerns continues to limit the number of submarine CPOs selected CVN CPO manning concerns limited the number of surface CPOs selected FY16 quotas were developed to prevent negatively impacting the enlisted community while maintaining opportunity for LDO selection LDO quota limitations will be eased as supervisory manning levels improve Action has been taken to improve manning levels and positive trends are being observed Mentoring essential to ensure quality sailors enter both EDMC and LDO programs

Based on FY14 Pay Charts Compensation assumptions for LDO include: Basic Pay, BAS, Sub Pay, Sea Pay on a nominal sea/shore rotation, Annual NOIP of $10,000, and BAH for the Norfolk area for married + 1 child. Normal promotion points for the Officer are assumed. Compensation assumptions for Enlisted Sub include: Basic Pay, BAS, Sub Pay, Sea Pay on a nominal sea/shore rotation, ESRP reenlistment at 10 LOS, SDAP and BAH for the Norfolk area for married + 1 child. Enlisted promotion points are E-7 at 11 YOS, E-8 at 15 YOS, E-9 at 20 YOS. Includes Zone 2 (14 LOS) & Zone 3 (18 LOS) ESRP. Still required if already over 9 YCS.

Naval Nuclear Propulsion Program (NNPP) has absolute dependence on LDOs/CWOs NNPP relies on service in key assignments We provide programmatic oversight and project management from NR Field Offices We support the Submarine Enterprise through submarine repair in shipyards, at submarine squadrons, on submarines going through overhaul, and on NEWCON crews We support the operational force by serving on submarines prior to overhauls and by serving as CHENGs, Principle Assistants, and Technical Assistants on CVNs
