Is an electronic Pearl Harbor inevitable? Are we building an adequate defense? Are we prepared to assure rapid enough decisions and actions? Science and Technology – Critical to victory

4 What Happened on ? The greatest failure of intelligence in American history

5 What Happened on ? The greatest single day loss of American life due to hostile action in modern history Almost 3,000 lives lost, and thousands more have been damaged forever

7 Catastrophic Terrorism The threat of terrorism will last a long time – probably decades Future terror may again include weapons of mass destruction We must guard against and prepare for the consequences of catastrophic terrorism

8 As A Result There has been a profound change in U.S. security America is no longer isolated from terrorism The asymmetric threat of terrorism is now a strategic threat Not unlike Israelis, Americans must learn to cope with new dangers

10 National Homeland Security Strategy Help prevent terrorist attacks within the US Reduce America’s vulnerability to terrorism Minimize the damage and recover from attacks that do occur

12 Missouri Strategy Improve the capability to detect, deter and to prevent acts of terrorism Missouri’s Response: Missouri Information Sharing Center (MISC), will require federal funding, will work with IA/IP to achieve this goal Build regional capability to respond and recover from disasters of all origins Missouri’s Response: ODP HS Grants to include two UASI cities, established 28 Homeland Security Response Teams (see map next) to bring enhanced HAZMAT response to within 50 miles of almost every citizen Work with critical infrastructure and key assets to reduce vulnerabilities Missouri’s Response: Critical Asset Protection Plan
