4 The Way Ahead The Way Ahead Colorado’s Homeland Security Strategy provides Colorado with a roadmap to safeguard the state against terrorist attack and other disasters. The plan furnishes state and local officials with the means to develop interlocking and mutually supporting emergency preparedness programs.
