8. 8 JCCSE – Definition and Components Joint CONUS Communications Support Environment (JCCSE) JCCSE is an umbrella concept to enable the reliable and timely flow of key information to support state and Federal military activities for HS/CS. It includes the communications systems and programs that provide connectivity, collaboration/situational awareness, and C4 coordination. Currently, the key components of JCCSE are Joint Incident Site Communication Capability (JISCC), Joint Information Exchange Environment (JIEE), the Joint C4 Coordination Center (JCCC) and Operations Center IT Support. 10. 10 JCCSE Current Initiatives (JISCC) JISCC Capabilities for Deployed NG Forces Satellite connectivity – iDirect modem, TracStar antenna, and commercial or DoD teleport service provide reach back capabilities for voice, video, and data. Auto acquisition antenna eases system setup. Voice patching/interoperability – Radio Crossbanding System and a mobile radio suite provide interoperable communications between disparate radio systems; interconnects up to 12 separate organizational radio systems Local area network – LAN switch, server, and four laptops provide access to the internet and other networks and VoIP capabilities; scalable to accommodate additional users if needed Video teleconference – PolyCom camera and LCD screen provide video teleconference capabilities through the satellite connection Portable radios – 20 UHF portable radios provide short- range, point to point voice communications; scalable to accommodate additional radio users if needed Miscellaneous – Transport cases, trailer, tent, generators, and UPS provide a means for transportation and storage, shelter, and power for the set

11. 11 JCCSE Current Initiatives (JIEE) JIEE Mission & Functions Joint Information Exchange Environment (JIEE): –Consolidates the National Guard COP in order to provide NORTHCOM and other HLD/DSCA mission partners with ready access to event information and geo- referenced data layers for ongoing NORTHCOM – NGB mission planning and coordination. –Supports the sharing of information for the development of a Common Operational Picture and SITREPs, that may be shared with NORTHCOM and other mission partners –Accessible via AKO. JIEE is currently released at Version 4.0: –Duty Log – Staff Duty Log –Event Log – Event Management tool –RFI/RFA’a Tool – Management of Internal RFI’s/RFA’s –Group Management – Planning tool –NG Missions – Mission Tracker –Geo-Spatial Mapping – GIS Library –Access to NORTHCOM Applications (e.g., Portal, DSEL, etc) –Situational Reporting Tool –Integration with commonly used tools (e.g, WebEOC, E-teams, etc)— (Available in Feb 2008)

12. 12 JCCSE Current Initiatives (JCCC) Joint C4 Coordination Center (JCCC) Mission The NGB JCCC is supported by the 261 st Signal Brigade, Smyrna DE (ARNG) and the 281 st Combat Communications Group, Smithton, RI (ANG) to provide both ARNG and ANG expertise. A cornerstone of JCCSE is the ability to manage and employ NG C4 assets on a nationwide basis to support HLD/DSCA mission requirements The JCCC mission is to serve as the focal point for: – Planning – Oversight …but not C2 – Coordination – Reporting of NG fixed and deployable net-centric C4 capabilities JCCC Core Functions: – Assist States with coordination for the employment of NG C4 capabilities in support of HLD/DSCA missions – Develop and maintain the NG C4 COP – Coordinate spectrum management assistance – Coordinate SATCOM training and operations with DoD and Commercial teleports – Provide interface with USNORTHCOM TNCC on C4 related activity Both ARNG and ANG expertise is crucial to JCCC mission readiness

13. 13 JCCSE—Relationship to JFHQ-State DCR JFHQ-State DCR addresses the following gaps: -- Joint C2 and situational awareness (SA) capabilities -- Minimum essential deployable, interoperable communications and information exchange capabilities JFHQ-State: -- Improves shared situational awareness between CJCS, combatant commanders and the first-responders, the National Guard, and other military response forces -- Provides standard joint interface for unity and continuity of military (state and federal) effort -- Leverages existing and evolving PORs IAW the JCCSE Concept for Joint C4 JCCSE: -- Supports USNORTHCOM goal to extend the collaborative information environment (CIE) from the national-level to the state/territory/local-level, and through to any deployed operational location -- Leverages existing and projected DoD enterprise capabilities to the maximum extent possible -- Provides long-term C4 support needed to meet USNORTHCOM & JFHQ-State mission requirements
