2 BETHANY BEACH VOLUNTEER FIRE COMPANY Apparatus Assignments Purpose: The Bethany Beach Fire Company feels that predetermined apparatus and crew assignments are essential for efficient fire ground operations and has put together this presentation to insure that it happens. Scope: This standard regulates the placement and positioning of emergency vehicles and their initial crew responsibilities at structure fires.

3 Expectations Staffing on all apparatus is at least three, including two SCBA- certified personnel Personnel will be able to complete standard firefighting tasks Apparatus arrival times may be dynamic, and arrival order may be unpredictable Primary and/or secondary hydrants may be unavailable, and alternate means for establishing water supplies may be required Mutual aid companies will be utilized on all confirmed building fires, and all mutual aid companies will be familiar with these standard operating guidelines If a responding company’s officer is unsure of their assignment, they shall request an assignment from the incident commander All personnel and companies will operate under The BBVFC incident command system. Resources for priority 1 structure fires: 4 engine companies, three special service companies, (at least two companies being an aerial ladder truck), one R.I.T. company at least one command officer, one advanced life support unit, and one basic life support unit, and one rehab unit. Additional alarms consist of the closest: Two engine companies, one special service, one R.I.T., and one basic life support ambulance.

6 Single Family Detached Home First Due Engine Company Forward lay to scene, or split lay if no water supply is available from the taken direction of travel Position apparatus short of, or past, the front of the building, leaving adequate room for arriving truck companies Give scene size-up, (SEE SCENE SIZE UP SOG) Officer shall complete a 360 , or shall assign a member to complete a complete size-up of the structure. Stretch hose line of adequate length and size to location determined by the Engine officer(min 13/4). Line should be placed between the fire and the possible trapped occupants. Most cases fire extinguishment should be achieved through an offensive attack. At times size-up will indicate otherwise. Conservation of property without undue risk to firefighters should be a strategic goal throughout the entire incident. If company staffing is sufficient, the officer may establish command. If command is not established, it shall be established by the next due apparatus or incoming officer Call for additional resources if it appears they will be needed

7 Single Family Detached Cont. Second Due Engine Company Ensure a water supply has been established. If the first due Engine Company was unable to secure a water supply, the second due engine is responsible for securing the first due Engine Company’s water supply. Position in a location which will not hinder arriving special service companies, usually prior to the incident scene If command has not been established, the officer shall establish command Ensure the first hose line is in operation, and assist the first due engine company’s crew if needed Stretch an additional hose line of equal or greater size and length to reach any point in the structure to include the fire area.

Third Due Engine Company Establish second water supply to the incident scene Position as close to the structure as possible, leaving room for responding truck companies Assume the Rapid Intervention Team (RIT) duties until assign R.I.T. Company arrives. Complete a second 360  check of the fire structure Establish RIT staging area Deploy a hose line of equal or greater size to the RIT staging. This line should reach all areas with- in the structure.

First Due Truck Company Position apparatus on side alpha of the fire building unless otherwise instructed Officer may establish command, if it has not been established prior to their arrival Chauffer shall position aerial to the structure’s roof, if possible Forcible entry into the fire building shall be completed Primary search shall be completed on the fire floor At least two ground ladders shall be thrown to the roof Incident Commander shall determine if vertical ventilation is required Horizontal ventilation shall be coordinated with interior crews, if applicable Assist with scene lighting Assist with salvage and overhaul operations

If access to side charlie is limited, apparatus shall be placed as close to the scene as possible Ensure ground ladders have been thrown to the roof Provide size-up on side charlie, If not already complete. Assist in primary search of the fire floor Assist in horizontal ventilation, coordinating with interior crews Secure utilities Force entry completed on alternate means of entry/egress sites from the fire building Secondary search, if not delegated to another company

Rescue(3 rd special service) Position as close to the fire building as possible Provide Scene Lighting (Light Tower) Provide manpower to the staging area and R.I.T staging if needed Ensure egress zones (doors, windows) are adequately opened Ensure utilities are secured Ensure equipment is available to the RIT

13 Single Family Detached Cont. R.I.T. R.I.T. companies that are rescue only shall have a engine respond with them, companies that are on an engine can be one piece. Position as close to the structure leaving room for special service companies. Officer should make face to face contact with command and the third due engine company officer if they have already established R.I.T. Complete 360 of the building Establish R.I.T. staging if not already done so by 3 rd due engine company Deploy hose line of equal or greater size to the staging area. This line should reach all areas with-in the structure.

Advanced Life Support Unit Stage in an area close to the fire building, but not inhibiting responding fire apparatus Ensure a rehabilitation area is established Provide medical support Establish Rehabilitation Group Maintain communication with Accountability Officer Basic Life Support Unit Stage in an area close to the fire building, but not inhibiting responding fire apparatus Ensure a rehabilitation area is established Provide medical support

15 Single Family Detached Cont. Rehab Unit Shall stage with or as close to the established rehab area Assist with rehab and give medical support Additional Responding Apparatus Shall be staged away from the incident scene until given further orders

16 Single Family Dwelling/ Multistory First Due Engine Company Forward lay to scene, or split lay if no water supply is available from the taken direction of travel Position apparatus short of, or past, the front of the building, leaving adequate room for arriving truck companies Give scene size-up, (SEE SCENE SIZE-UP SOG) Officer shall complete a 360 , or shall assign a member to complete a complete size-up of the structure. Hose lines will be stretched to a location determined by the Engine Company Officer of the proper length and size at least 1.75’. The should be placed between the fire and the trapped victims. This line should protect the interior stairs. Fire extinguishment should be achieved through an offensive interior attack. At times size-up will indicate otherwise. The conservation of property without undue risk to the firefighters should be a strategic goal throughout the entire incident. If company staffing is sufficient, the officer may establish command. If command is not established, it shall may be established by the next due apparatus officer or incoming chief

Company arrives. Complete a second 360  check of the fire structure Establish RIT staging area Deploy a hose line of equal or greater size to the RIT staging area Fourth Due Engine Company Ensure second water supply has been established for the scene Deploy a hose line of equal or greater size to the fire floor, floor below, or to the attic as required

19 Single Family Dwelling/ Multistory First Due Truck Company Position apparatus on side alpha of the fire building unless otherwise instructed Driver shall position aerial to a window to affect a rescue, if applicable. If no rescue is required, aerial shall be utilized to assist in horizontal or vertical ventilation, as required Forcible entry into the fire building shall be completed Primary search shall be completed first on the fire floor, unless reports indicate victims may be located elsewhere, then the floor above, if applicable Ground ladders shall be thrown to the fire building’s alpha-side and bravo-side windows. Incident Commander shall determine if vertical ventilation is required Horizontal ventilation shall be coordinated with interior crews, if applicable Assist with scene lighting Assist with salvage and overhaul operations

If access to side charlie is limited, apparatus shall be placed as close to the scene as possible Ground ladders shall be thrown to the charlie-side and delta-side windows Provide size-up of side charlie, if not completed prior to arrival Primary search shall be completed of the floor below or above, as needed unless directed otherwise Assist in horizontal ventilation, coordinating with interior crews Secure utilities Forcible entry completed on alternate entry/egress sites from the fire building Secondary search, if not delegated to another company

25 Multi-Family Dwellings Town Homes / High-Rises First Due Engine Company Forward lay to scene, or split lay if no water supply is available from the taken direction of travel Position apparatus short of, or past, the front of the building, leaving adequate room for arriving truck companies If standpipe or sprinkler connection is present, apparatus shall be located in a manner in which the connection can be supplied Give scene size-up, (SEE SIZE-UP SOG) Officer shall complete a 360 , or shall assign a member to complete a complete size-up of the structure Fire extinguishment should be achieved through an offensive interior attack. At times size-up will indicate otherwise; however, personnel should anticipate an interior attack The conservation of property without undue risk to firefighters should be a strategic goal throughout the entire incident Attention must be given to protecting the main stairways for occupant evacuation and removal If company staffing is sufficient, the officer may establish command. If command is not established, it shall be established by the next due apparatus officer or incoming chief

Secure secondary water supply If assignment has been altered to supply first due engine company, it must be communicated to the incident commander Position apparatus on charlie-side of fire building, if possible If assignment has been altered to supply first due engine company, it must be communicated to the incident commander Supply standpipe and sprinkler connections if not completed Ensure the first hose line is in operation, and assist the first due engine company’s crew if needed Stretch an additional hose line of equal or greater size to the fire area, or the floor above as needed Attention should be given to ensuring the interior stairwell is protected for occupant evacuation or removal

If no rescue is required, aerial shall be utilized to assist in horizontal or vertical ventilation, as required Special focus should be given to ventilating interior stairwells, to ensure occupants may escape Forcible entry into the fire building shall be completed Primary search shall be completed first on the fire floor, unless reports indicate victims may be located elsewhere, then the floor above the fire Ground ladders shall be thrown to the alpha-side and closest side, or closest exposure buildings, if attached Incident Commander shall determine if vertical ventilation is required Horizontal ventilation shall be coordinated with interior crews, if applicable Assist with scene lighting Assist with salvage and overhaul operations
