The writers of the Articles of Confederation did not feel that Americans wanted or needed a strong central government. They thought that giving powers to the states would be a reasonable way to run the new government. Also, in light of their history of problems with Great Britain, they feared a government with too much power. They opened the door to land speculators, who probably encouraged people to settle in the West.
