The writers of the Articles of Confederation did not feel that Americans wanted or needed a strong central government. They thought that giving powers to the states would be a reasonable way to run the new government. Also, in light of their history of problems with Great Britain, they feared a government with too much power. How did the Ordinances of 1784 and 1785 and the Northwest Ordinance of 1787 open the way for settlement of the Northwest Territory? They opened the door to land speculators, who probably encouraged people to settle in the West. The ordinances also divided the land so that as soon as a smaller region reached a population, it could apply for statehood. “By failing to prepare, you are preparing to fail.” Benjamin Franklin
