1 A New Nation Washington as President 1789-1797

2 Washington Takes Office 1789 He did not originally want to be President. He was told that the country needed him and he could not let the country down. Why is Washington’s job as the first president of the United States so important? He had to set precedents for future presidents. Precedent: to set an example for everyone to follow He had to be a strong leader but did not want to scare the people who were worried the government had too much power.

3 Setting Precedents established the first cabinet cabinet: advisors to the president established two term presidency decided to retire after two terms all presidents followed in his footsteps until Franklin Delano Roosevelt (32 nd president) What are the names of some of the important cabinet members? Secretary of State: Thomas Jefferson Secretary of Treasury: Alexander Hamilton Secretary of War: Henry Knox

4 Setting up a Court System The Constitution called for a Supreme court. Congress had the job of setting up a court system. Judiciary Act: the Supreme Court would have one chief justice and five associate justices. How many justices do we have on the Supreme Court today?

5 Why is our new nation in debt? During the revolution the 13 colonies borrowed money from foreign countries and citizens. Government borrowed money by issuing bonds. Bonds are certificates that promises to repay the money loaned plus interest by a certain date. The total amount of money a government owes is known as National Debt.

6 Bank of the United States Hamilton (Secretary of Treasury) wanted to build up the new nation’s economy. He asked Congress to pass a law setting up a national bank. government used the bank to deposit money it collected from taxes bank issues paper money bank gave loans to farmers and businesses to help them expand

7 The New Government Taxes People Hamilton proposed a tariff, or tax, on all foreign goods brought into the country. Goods from other countries would cost more than goods from United States. This would encourage people to buy American goods. This is known as a protective tariff because it protects American goods. Eventually Congress passed a tariff to raise money for the government. Why do you think people opposed this tax?

8 The Whiskey Rebellion Congress taxed all liquor made and sold in the United States. Farmers compared this tax to the taxes Britain forced them to pay before the revolution. Thousands of farmers marched protesting taxes. Washington quickly called on the army for help. When protesters heard troops were coming they scattered. Why do you think this Rebellion was so important?
