2 Raising Armies in the North Started with volunteers and quotas for states 1863- Congress passes the first Federal Conscription Law (draft law) Draft is controversial and unfair as the wealthier could hire a substitute or pay $300 Only 46,000 were ever drafted but this did increase volunteers 180,000 African Americans served in Union military (all volunteers that made up 10%)

3 New York City Draft Riots (1863) Irish upset with draft and attacked African Americans who they blamed for the war Over 100 people died in the riots

4 Funding the War in the North 1.Levying Taxes- raised taxes on goods and implemented an income tax for the first time 2.Paper Currency/Greenbacks- value fluctuated based on union performance, led to inflations 3.Borrowing Money- $400 million in bonds but most came from banks and foreign interests (most effective way of financing war)

5 Raising Armies in the South Started with volunteers but had less people and had to draft sooner (1862) Could get out of draft if they hired a substitute or had 20 or more slaves Draft eventually expanded to men ages 17-50 Big government act for a government founded on states rights and liberty

6 Financing the War in the South The South has an unstable banking system and weak economy and a government founded on a the principle of a weak federal government 1863 Income Tax- didn’t work Bonds- nobody wanted them Paper money was their only choice- led to 9,000 percent inflation

7 The Border States Kentucky Maryland Missouri Delaware *West Virginia

8 Abe Lincoln on Kentucky He hoped to have God on his side “But I have to have Kentucky” Why are these states critical to the union?

9 Border States are Critical Sent 300,000 troops to the Army Helped with important supplies and farmland Maryland surrounds the D.C **Border States are conflicted and there are mini civil wars taking place in these states

10 Lincoln Keeps the Border States 1.He says the right things- “I will not interfere with the institution of slavery where it exists” 2.He arms union sympathizers and sends troops to the border states 3.Declares Martial Law and suspends the writ of Habeas Corpus

11 Did Lincoln abuse his presidential power? Were Lincoln’s actions constitutional? Were dangerous precedents set? Were his actions successful? YES

12 Lincoln Criticized Lincoln faced pressure from the Copperheads and from abolitionists Copperheads were Peace Democrats in the North and thought he was going too far Abolitionists wanted him to make this a war about slavery
