3 INFORMATION SESSION OBJECTIVES  Provide relevant information on the call for proposals with specific reference to the rules and procedures for the application process.  Discuss and clarify all enquiries/issues with regard to the main documents for the Call for Proposals (Guidelines, Grant application & relevant annexes)

5 Promotion of Local Economic Development in Ghana Recognition by the EU that civil society organisations and local authorities constitute development actors in their own right. They represent a crucial and integral component of any democracy. BACKGROUND OF THE CALL FOR PROPOSALS

7 Specific objective of this Call for Proposals : 1. To involve Civil Society Organisations, Local Authorities and other relevant stakeholders in the promotion of local economic development i.e. job creation and expansion of economic activities in an environmentally sustainable manner at the local level. 2. To enhance the capacity of Local Authorities to collaborate with relevant stakeholders including civil society and private sector to mobilise local revenues for local development while promoting transparency and accountability to citizens. OBJECTIVES OF THE CALL FOR PROPOSALS

8 FINANCIAL ALLOCATION The indicative amount made available under this call for proposals is EUR 5,800,000 for the Budget year 2015. Lot 1- Civil Society Organisations: EUR 3,900,000 Lot 2- Local Authorities: EUR 1,900,000

9 SIZE OF GRANTS Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:  Minimum amount: EUR 300,000  Maximum amount: EUR 700,000 A grant may not be for less than 50% of the total eligible costs of the action and should not exceed 90% for Ghanaian and EU partner Country CSOs and Ghanaian LAs. 75% for EU Member States' CSOs

10 ELIGIBILITY OF APPLICANTS In order to be eligible for a grant, the applicants must: Be legal persons and Be non profit making and Be civil society organisations, including non- governmental organisations, non-profit organisations, community-based organisations, networks and coalitions thereof at local, national, regional and international level

11 ELIGIBILITY OF APPLICANTS Be directly responsible for the preparation and management of the action with their co-applicant(s) and affiliated entity (ies), not acting as an intermediary; Be established in Ghana or in a Member State of the European Union or countries eligible under the Financing instrument for development cooperation for the period 2014-2020;

12 Local Authorities Be legal persons and Be non-profit-making and Be a Local Authority meaning a Ghanaian Metropolitan, Municipal or District Assembly (MMDAs), and Be established in Ghana, and

13 Local authorities (Cont'd) Be directly responsible for the preparation and management of the action with the co- applicant(s) and affiliated entity(ies), not acting as an intermediary and In addition to the categories referred to in section 2.1.1, the following are however also eligible: national association of local authorities.

14 TYPES OF ACTIVITY Activities can include the following (not exhaustive)  Increasing internally generated funds by Metropolitan, Municipal and District Assemblies through the support and cooperation of civil society organisations and the private sector;  The creation of income generating activities for community groups through the collaborative engagement between civil society organisations and MMDAs using innovative approaches;  Cross-community networking and collaboration to undertake income generating activities(value chains in agriculture and other sectors);

15 TYPES OF ACTIVITY  Area regeneration, undertaking physical improvement to a specific area of a city, built up new areas for business incubators, areas for traditional artisans, exhibitions, etc.  Implementation of integrated strategy providing a facilitative local business environment (accessibility, basic services, security, basic public infrastructure;

16 RESTRICTED CALL FOR PROPOSALS This is a restricted Call for Proposals. It includes two phases: Phase 1: Submission of Concept Note Phase 2: Submission of Full Application Form In the first instance, ONLY CONCEPT NOTES must be submitted for evaluation. Thereafter, applicants whose Concept Notes have been pre-selected will be invited to submit a Full Application Form.

17 HOW TO APPLY Prior registration in PADOR for this Call for Proposals is obligatory. http://ec.europa.eu/europeaid/work/onlineservices/pador/ index_en.htm http://ec.europa.eu/europeaid/work/onlineservices/pador/ index_en.htm  Phase 1, concept note: Registration in PADOR is obligatory for: - lead applicants;  Phase 2, full proposal: Registration in PADOR obligatory for co-applicants and affiliated entity(ies). Lead applicants must make sure that their PADOR profile is up to date.

18 GRANT APPLICATION FORM (ANNEX A) Applications must be submitted in accordance with the instructions indicated in the Grant Application Forms The Grant Application Forms are available in ANNEXES A1 and A2 to the Guidelines. 1)the Concept Note (A 1) 2)the Full Application Form (A 2)

19 CONCEPT NOTE MAIN DOCUMENTS I) Concept Note: the instructions for the drafting of the concept note are included in the Grant Application Form (Annex A 1) to the Guidelines II) Checklist for self-guidance: applicants must verify that their Concept Note is complete using the checklist included in “Annex A 1” of the Grant Application Form). Incomplete concept notes may be rejected.

20 CONCEPT NOTE (A 1)  does not exceed 5 pages (A4 size) of Arial 10 characters with 2 cm margins, single line spacing;  Provides the information requested under the headings and in the order requested.  is drafted as clearly as possible to facilitate the evaluation process.

21 CONCEPT NOTE MAIN DOCUMENTS Please note that only the Concept Note form will be evaluated. It is therefore of utmost importance that this document contain ALL relevant information concerning the action. No additional annexes should be sent.

22  The deadline is 6 April at 18H00 (Brussels Time)  Any application submitted after the deadline will automatically be rejected by the system (PROSPECT) DEADLINE FOR SUBMISSION OF CONCEPT NOTE
