The Moratorium Legislation passed during the 2014 session: Prohibited the State Board of Education (SBOE) from approving any new Florida College System (FCS) baccalaureate degrees from March 31, 2014 through May 31, 2015 Prohibited the St. Petersburg College Board of Trustees from establishing any new baccalaureate degrees from March 31, 2014 through May 31, 2015

Proposed Legislation in 2015 SB 948 would have: Restricted FCS from offering B.A. degree programs Deleted St. Petersburg College’s exemption from the SBOE approval process Required Notice of Intent 120 days prior to submission of degree proposal Allowed other higher education institutions 90 days to submit objections; deleted alternative proposal provision Required program justification in addition to Notice of Intent Required $10K program identification
