High School Special Diploma (SB850) 1 1 1003.438 Special high school graduation requirements for certain exceptional students.—A student who has been identified, in accordance with rules established by the State Board of Education, as a student with disabilities who has an intellectual disability; an autism spectrum disorder; a language impairment; an orthopedic impairment; an other health impairment; a traumatic brain injury; an emotional or behavioral disability; a specific learning disability, including, but not limited to, dyslexia, dyscalculia, or developmental aphasia; or students who are deaf or hard of hearing or dual sensory impaired shall not be required to meet all requirements of s. 1002.3105(5), s. 1003.4281, or s. 1003.4282 and shall, upon meeting all applicable requirements prescribed by the district school board pursuant to s. 1008.25, be awarded a special diploma in a form prescribed by the commissioner; however, such special graduation requirements prescribed by the district school board must include minimum graduation requirements as prescribed by the commissioner. Any such student who meets all special requirements of the district school board, but is unable to meet the appropriate special state minimum requirements, shall be awarded a special certificate of completion in a form prescribed by the commissioner. However, this section does not limit or restrict the right of an exceptional student solely to a special diploma or special certificate of completion. ( 11) STUDENTS WITH DISABILITIES.—Beginning with students entering grade 9 in the 2014-2015 school year, this subsection applies to a student with a disability. (a) A parent of the student with a disability shall, in collaboration with the individual education plan (IEP) team during the transition planning process pursuant to s. 1003.5716, declare an intent for the student to graduate from high school with either a standard high school diploma or a certificate of completion. A student with a disability who does not satisfy the standard high school diploma requirements pursuant to this section shall be awarded a certificate of completion. 1003.5716 Standard High School Diploma Expanded (SB850)

Collegiate High School Programs (SB850) 1007.273 Collegiate high school program.— (1) Each Florida College System institution shall work with each district school board in its designated service area to establish one or more collegiate high school programs. (3) Each district school board and its local Florida College System institution shall execute a contract to establish one or more collegiate high school programs at a mutually agreed upon location or locations. Beginning with the 2015-2016 school year, if the institution does not establish a program with a district school board in its designated service area, another Florida College System institution may execute a contract with that district school board to establish the program. The contract must be executed by January 1 of each school year for implementation of the program during the next school year. Developmental Education Reform The division surveyed chief academic officers on developmental education course offerings this fall. Of the 257 total developmental education courses offered in the FCS, the number of developmental education course offerings at FCS institutions range from 14 to 4. From the courses identified, it appears that compressed and modularized strategies are the most commonly offered. OPPAGA is contacting FCS institutions about developmental education implementation. They have inquired specifically about requiring Intermediate Algebra (MAT 1033) for Mathematics for Liberal Arts I and II (MGF 1106, 1107).
General Education Core Courses General Education Core Course Requirements must be implemented in fall 2015 Chief academic officers are being surveyed for an implementation status check Included in the survey is a question about whether the General Education Core Course Requirement should apply to the Associate in Science degree
Credit for Online Courses (1004.0961) Beginning in the 2015-2016 school year, the State Board of Education shall adopt rules and the Board of Governors shall adopt regulations that enable students to earn academic credit for online courses, including massive open online courses, before initial enrollment at a postsecondary institution. The rules of the State Board of Education and regulations of the Board of Governors must include procedures for credential evaluation and the award of credit, including, but not limited to, recommendations for credit by the American Council on Education; equivalency and alignment of coursework with appropriate courses; course descriptions; type and amount of credit that may be awarded; and transfer of credit.
Baccalaureate Programs Division Program Review – The division is working on a program review of the baccalaureate programs offered in the FCS. A survey was sent to your chief academic officers and the division has compiled all responses for all 24 FCS institutions approved to offer baccalaureates. Information received from the survey will be built in to the program review as will information taken from your annual baccalaureate accountability reports. The program review will also include the most recent student performance and outcomes data we have available. Early Notification System with Board of Governors - The division is working with the Board of Governors on the development of an early notification system for FCS and SUS to engage in collaborative and collegial discussion before baccalaureate programs are approved. More information will be shared later this fall.
