PROGRAM SISCAL: Shipboard Instrumentation and Systems Calibration NOT “SYSCAL” Policies and Responsibilities OPNAVINST NAVSEAINST B GYD-10 JFMM NAVAIR 17-35QAL-15 (AIMD’s) Engineered Calibration Workload Document RCM-Based Maintained by SSES Philosophy and Methodology Applicable to Surface Ships, Carriers, Submarines SISCAL INTRODUCTION Mar 09 REV2

3 SISCAL INTRODUCTION Mar 09 REV2
POLICY Policies and Responsibilities OPNAVINST NAVSEAINST B Assigns policy and responsibility for Shipboard Instrumentation and Systems Calibration (SISCAL) Program. NAVSEA 04RM is the Calibration Technical Authority for Installed Instrumentation SISCAL Engineering Agent: NSWCCD-SSES 953 Responsibilities NAVSEA 04, SISCAL EA, PEOs, FFC CRL is the AuthoratativeTechnical Document for installed instruments JFMM Vol VI, Chapter 9 TYCOM, refers to QAL-15 (AIMD) NAVAIR 17-35QAL-15 Chapter 4 CO, EO, RO and AIMD SISCAL INTRODUCTION Mar 09 REV2

4 Why 2 Calibration programs?
METCAL SISCAL TMDE Portable Component-Based Single Interval Emphasis - Work Ashore Cal in Lab ICPs Mfr/Model Specific Lab Oriented EA = NSWC Corona Instrumentation Installed Application-Based Multiple Intervals Emphasis - Work Afloat Cal in Place Aboard Ship MRCs & SCPs Application Specific In Situ Oriented EA = NSWCCD-SSES SISCAL INTRODUCTION Mar 09 REV2

5 SISCAL INTRODUCTION Mar 09 REV2
WHAT IS SISCAL? For Installed Instrumentation, a means to determine: who should calibrate (maintenance level), what should be used to calibrate (Cal Standards/equipment), how often calibration should be accomplished (interval), where it should be calibrated (on site), why it should be calibrated (criticality analysis) how it should be calibrated (procedure) Issue Calibration Requirements Lists (CRLs) for Every Hull Documents Technical Requirements for all installed NAVSEA COG instruments. Excluded are those instruments covered by Reactor plant Manual or SSP instructions. SISCAL INTRODUCTION Mar 09 REV2

SISCAL PROCESS SISCAL INTRODUCTION Mar 09 REV2

7 SISCAL INTRODUCTION Mar 09 REV2
WHY IS IT CALIBRATED? Decision Logic Module (DLM) Process Safety/Regulatory/Operational Factors Criticality and RCM Analysis Calibrate only those instruments that require calibration Documents for this analysis are limited to NSTMs, safety bulletins, NAVOSH manual, regulatory requirements Maintenance, assessment, testing and/or troubleshooting documents are not to be included Engineering Agent (EA) NSWCCD-SSES 953 Participants Equipment ISEAs Fleet SISCAL INTRODUCTION Mar 09 REV2

8 SISCAL INTRODUCTION Mar 09 REV2
WHEN IS IT CALIBRATED? Scheduled Per SISCAL Periodicity RCM Methodology Based Functional Impact Assessed SISCALMER/Fleet Feedback/ISEA Feedback/Etc. Adjusted Intervals (EXCALIBUR SECNAV) Gages (24-36 months) Bimetallic Thermometers (36-48 months) Remote Thermometers (12-36 months) Age Explored SISCAL INTRODUCTION Mar 09 REV2

9 SISCAL INTRODUCTION Mar 09 REV2
WHERE IS IT CALIBRATED? ON-SITE / IN-PLACE Eliminates “Damage Potential” Removal, Transportation and Installation Minimizes System Downtime Reduces Tag-Outs Reduces Sailor Workload Uses Shipboard Calibration Procedures SISCAL INTRODUCTION Mar 09 REV2

10 HOW / WHAT / WHO CALIBRATES?
Stand alone Instrumentation (Gages/Thermometers/Switches) Ship’s SGCP FCA or Ship’s AIMD (Cal Activity 1) On-Site Maintenance Requirement Cards (MRCs) Machinery Control Systems (Transducers/RTDs/Panel Meters/Etc.) SISCAL Team (Cal Activity 2) System Calibration Procedures (SCPs) Unique Cal Support Requirements (Flowmeters/Accelerometers/Vibration Transducers/Magnahelic Gages, etc....) FMA/RCCs (Cal Activity 3) Off Site/Ashore METCAL ICPs SISCAL INTRODUCTION Mar 09 REV2

MEASURE CRL versus Measure Comparison Program PMS 312 funded development of CRL to Measure Comparison program Program tailored for ships force use with MEASURE MIQ and CRL Uses Access database SISCAL INTRODUCTION Mar 09 REV2

21 SISCAL INTRODUCTION Mar 09 REV2
PMS vs. MIQ PMS VERSUS MIQ: PMS for Engineering, Weapons, Operations, etc.. System MRC Contains Test Points/ Tolerances Or Set/Reset Point/Tolerances For Instrument CRL Fields: System MIP And System MRC (MRCs To Be Changed To R Periodicity From A-16r) Not All Instruments Have System MIPs/MRCs. Still In Process Of Development. May use TFBR Process for changes. CRL will change at the same time. Uses SKED To ‘Take Credit’ MIQ For AIMD Cal Lab Uses 9802 MIP Series Per COMNAVAIRSYSCOM Msg z Jun 05 CRL Fields Cal Document, Cal Procedure, Cal Activity, Periodicity, On Site Uses MIQ To ‘Take Credit’ SISCAL INTRODUCTION Mar 09 REV2
