Submarine CTRA Processes and Results NAVSEA TMDE Program Fleet Review/Life Cycle Conference 5-7 May 2009 Doug Vogel SUBMEPP Code UNCLASSIFIED

TMDE Fleet Review - SSN CTRA - May 09 2 Topics  Submarine (SSN) CTRAs  CTRA Process  Metrics  Deckplate Feedback  Recommendations  Discussion

TMDE Fleet Review - SSN CTRA - May 09 3  CTRA-ILO (Integrated Logistics Overhaul)  Every 8-10 years during CNO availability  Baseline all TMDE allowances and databases for major configuration changes  Training  CTRA-AV (Assist Visit)  Every 2-3 years during their IDTC (or on request)  6-9 months prior to Deployment  CRL spotcheck, SGCP assist, Recall Inv alignment, SPETERL val  Training  CTRA-RA (Readiness Assessment)  IDTC pre-deployment concurrent with 3M Assessment  CRL, TMDE, SGCP, Recall Inventory Assessment  Under development, FY09 implement TMDE & Calibration Readiness

TMDE Fleet Review - SSN CTRA - May 09 4 SSN CTRA - ILO Integrated Logistics Overhaul (ILO) CTRA is conducted in multiple phases during CNO availability  Initial “kick and count”  Test Equipment hands on inventory  Prime Equipment validation  Second assessment  Exchange of TMDE between ship and CTRA Center  Inventory updates  Training – TMDEI, SPETERL and supply processes  TMDE configuration to ILS manager for CDMD-OA updates  SUBMEPP completion letter to boat via ISIC  Database updates  Calibration Recall Inventory (MIQ/M-PMR)  Recommended SPETERL changes

TMDE Fleet Review - SSN CTRA - May 09 5 CTRA – Assist Visit  6-9 months prior to IDTC deployment or when requested by TYCOM/ISIC  2½ day event  Test Equipment hands-on inventory  Local Calibration Recall (M-PMR/MIQ)  SPETERL  PMS Test Equipment requirements  Removal of excess, obsolete, non-standard and rejected  Training  SUBMEPP completion letter to boat via ISIC  Preliminary reports and CD provided at out brief  Recommended actions  TE calibration deficiencies  PMS not supported by on board TE SSN CTRA - AV

TMDE Fleet Review - SSN CTRA - May 09 6 SSN CTRA - RA CTRA – Readiness Assessment  Under development  3 day event concurrent with 3M Assessment to reduce impact on Ships Force  Evaluates and provides a graded assessment of overall calibration program, including installed instrumentation SPETERL Inventory Accuracy SPETERL Readiness Calibration Recall Accuracy CRL compliance FCA general wellness  Weighted calibration readiness develops final assessment  In planning stages, none of this type have been executed

TMDE Fleet Review - SSN CTRA - May SSN CTRA Results - Metrics  An SSN SPETERL allowance is ~125 items  Averages from 19 SSN688s, SSN21/22, SSN776  Initial on board inventory accuracy to SPETERL allowance: 65% 62 excess and 43 deficiencies  Initial Cal Recall Accuracy: 43% 81 sighted but not on recall 35 surveys  32 usable items turned-in to CTRA Center for redistribution worth $77,000  7 obsolescent or non-standard TE on board

TMDE Fleet Review - SSN CTRA - May SSN CTRA Results - Metrics  From the 59 Excess TE based on revised SPETERL  ~$6000 in annual calibration cost avoidance  Occupy 19 cu ft and weigh 500 lbs  ~$83,500 worth of reusable TE  45 ‘free fills’ from CTRA Center worth ~ $99,000  Net average savings and cost avoidances after excess are removed and allowanced TE on board  13 fewer pieces of TE  8 cu ft of space and 180 lbs weight margin returned to the boat  ~$1900 annual calibration cost avoidance

TMDE Fleet Review - SSN CTRA - May Sample Hull Specific Metrics $5100 TYCOM Cal Cost Annually $93,000 of re-usable TMDE $61,000 of Deficiencies 47 MRCs not supported

TMDE Fleet Review - SSN CTRA - May Sample Hull Specific Metrics OPTAR Cost: $23, MRCs not supported Excess annual calibration cost: $337 Onboard Allowanced

TMDE Fleet Review - SSN CTRA - May Sample Hull Specific Metrics 49% Initial Recall Inventory Accuracy Survey: $59, No Calibration Sticker 25 Out of Calibration 4 Rejected/Broken 5 Obsolete 2 Non-standard 151 line item changes to M-PMR

TMDE Fleet Review - SSN CTRA - May Feedback from the Deckplates  Access to TMDEI and SPETERL  Chop: “What are they? We can’t find them, they never get to me.”  Proposed solutions: Provide to regional Cal Coordinators along with CRL for hand- delivery distribution to boats Load TMDEI and SPETERLs on SUBFOR high-side website; boats can use SIPRNET to download via T-1  Training  CalCoord: “I’m the Ship’s Calibration Coordinator, but I’ve only been trained to be an FCA tech.”  Proposed solution: Develop TMDE Program Management training (remember, submarines don’t have an EMO) and post on NKO  Excess and non-standard TE  CO: “Chop, how did all this extra test equipment get on board?” “Eng, why do you have so much non-standard test equipment?”  Proposed solution: Control proliferation of TE to boats

TMDE Fleet Review - SSN CTRA - May Control TE Proliferation  NAVICP coding of TMDE with SMIC “TE” Adherence to Supply and TMDE ordering Procedures COMNAVSUBFORINST B, Submarine Supply Procedures Manual P-485, Afloat Supply Manual Prohibit SERVMART TE runs Procedurally, already not allowed by COMNAVSUBFORINST B Remove TE from the SERVMART shelves  Secure GSA and open purchasing of TE  TMDE administration: Utilize CTRA Centers as Fleet’s “in” and “out” point for all TMDE

TMDE Fleet Review - SSN CTRA - May Program Recommendations  SUBMEPP CTRA executors make the following program recommendations and observations:  SPETERL alignment: more responsive turn around to ship  SCATs: improved, more proactive assignment of SCATs Standard boat equipment SCAT coded (LAN testing, optical, IR guns) Educate and encourage ISEAs to use TMDEI and METRL (through CMRS – Calibration/Measurement Requirements Summary) NAVICP substituting “equivalent” TE under same NSN that are not equivalent and not approved by Corona SCAT tech specs have expanded over time, not all TE under one SCAT are created equal (split SCATs or designate SPETE)

TMDE Fleet Review - SSN CTRA - May Program Recommendations  Program recommendations and observations: (Cont’d)  TE data entry: Hand held scanners to enable TMDE bar coding program interaction in CTRAs  Database connectivity Why can’t configuration databases, recall inventory, and PMS all “talk” in one enterprise solution? Have MIQ and M-PMR (future METBENCH) feed CDMD-OA Prime Equipment PMS LOEP and MSWP to CDMD-OA  Certification authority: Perform biannual FCA cert as part of CTRA ConOps
