Question Does this apply to me? Yes if you are a DoD Civilian employee in the 05XX occupational series assigned to 05XX occupational series position. Yes – If you are a military members with a financial or Comptroller specialty in a position coded with that specialty. Yes – if you are a DoD civilian employee in any occupational series performing FM functions, and the Component deems necessary. What's in it for me? Question How long do I have to complete the certification? You have two years from the date you are notified that your position is part of the certification program or two years from the date you enter a position to achieve the certification requirements. What happens if I can’t complete the certification because of deployment, mission requirements, or personal reasons? Each Component is granted waiver authority to assist with these developments. Does my past training and experience count? All relevant DoD FM experience and training may count toward your certification requirements. Please work with your supervisor to capture this information. Who will determine if my FM experience outside of DoD can transfer? Your Component will determine if the prior experience meets the requirements of the DoD FM Certification program.

Leading Change Leading People Results Driven Business Acumen Building Coalitions Enterprise-Wide Perspective Definitions This core competency involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to the competency is the ability to establish an organizational vision and to implement it in a continuously changing and highly ambiguous environment. Balances change with continuity and addresses resistance. This core competency involves the ability to lead and inspire a multi-sector group [not only employees, (civilian and military) but also other government agency personnel at the Federal, State and local levels, as well as contractors and grantees] toward meeting the organization’s vision, mission, and goals. Inherent to this competency is the ability to provide an inclusive workplace that fosters the motivation and development of others, facilitates effective delegation, empowerment, personal sacrifice, and risk for the good of the mission, as well as trust, confidence, cooperation and teamwork, and supports constructive resolution of conflicts. Competencies The DoD Civilian Leader Development Framework and Continuum support the Department ‘s Human Capital Strategic Plan to develop world class leader across the Department. This is the DoD Civilian Leader Development Framework. The framework is modeled after the Office of Personnel Management, Executive Core Qualifications. However, the DoD has augmented the OPM model to address the leadership competencies that Defense leaders need to meet the 21st century national security mission. Note the sixth competency, this is new. The Enterprise-wide Perspective and its two underlying competencies, Joint Perspective and National Security are specific to DoD. We have also amplified most of the competency definitions to address needed capabilities from a DoD Perspective.
