9  Tariff: Fee paid on imported goods  Tariffs were good for Northerners, bad for Southerners  John Calhoun: States have the right to nullify, or cancel, federal laws  State’s rights are more important than the federal government THE TARIFF DEBATE

10  South Carolina declared it would not pay the “illegal” tariffs of 1828 and 1832  Threatened to secede from the Union  Congress passed the Force Bill  Allowed the President to use the military to enforce acts of Congress NULLIFICATION ACT
