2 1 FEMA Region 6 – Denton, Texas Region 6 oversees federal emergency management programs in coordination with Arkansas, Louisiana, New Mexico, Oklahoma, Texas and 68 federally recognized Tribal Nations. Emergency managers in our External Affairs, Mission Support, Mitigation, National Preparedness, Recovery, Response Divisions, and in several processing centers, including the Louisiana Recovery Office and Baton Rouge Processing Center collaborate and communicate closely with our federal, state, tribal, local, and private sector partners before, during and after disasters.

7 6 ESF #1 – Transportation Department of Transportation. FEMA and the Department of Transportation (DOT) is responsible for the overall coordination of Federal and civil transportation assistance to State and local governments, voluntary organizations, and federal agencies requiring transportation capability to perform disaster assistance mission. ESF #3 – Public Works and Engineering ESF Coordinator: DoD (U.S. Army Corps of Engineers) The U.S. Army Corps of Engineers (USACE) is the DoD agent that coordinates assistance, including technical advice and evaluations, engineering services, construction management and inspection, emergency contracting, emergency repair of wastewater and solid waste facilities, and real estate support.

8 7 Flood Response Partners ESF #4 – Firefighting ESF Coordinator: Department of Agriculture (U.S. Forest Svc). The Department of Agriculture (USDA) coordinates the detection and suppression of wild land, rural, and urban fires resulting from a natural disaster. ESF #6 – Mass Care, Emergency Assistance, Housing, and Human Services ESF Coordinator: DHS (FEMA). FEMA and the American National Red Cross (ANRC) coordinates efforts to provide shelter, feeding, and emergency first aid; operates a disaster welfare information system to collect, receive, and report information about the status of victims and assist with family reunification within the disaster area; and coordinates bulk distribution of emergency relief supplies to disaster victims.

9 8 Flood Response Partners ESF #8 – Public Health and Medical Services ESF Coordinator: Department of Health and Human Services. Coordinate Federal assistance to supplement State, tribal, and local resources in response to a public health and medical disaster, potential or actual incidents requiring a coordinated Federal response. Services include medical needs of members of the “at risk” or “special needs” population described in the Pandemic and All- Hazards plans. ESF #10 – Oil and Hazardous Materials Response ESF Coordinator: Environmental Protection Agency. coordinates assistance to state and local Governments to address control, containment, removal, and destruction of hazardous materials.

10 9 Flood Response Partners ESF #11 – Agriculture and Natural Resources ESF Coordinator: Department of Agriculture. The USDA coordinates the identification, procurement, and transportation of food assistance to a disaster area. ESF #12 – Energy ESF Coordinator: Department of Energy. Coordinates the restoration of energy systems and the provision of emergency power following a disaster.

16 15 Hazard Mitigation Grants Program Funding available for Mitigation Programs authorized by President as part of a Disaster Declaration – Projects proposed by States.

17 16 Pre-Disaster Mitigation Programs Competitive grant program – funded annually by Congressional appropriations.

18 17 Flood Mitigation Assistance Program Funding available for projects to reduce/eliminate risk of flood damage to building insured under the NFIP.
