Community Planning & Capacity Building RSF Why a focus on these areas? Community Planning Support coordination of planning efforts Recovery Planning Address damages Support community vision for recovery Capacity Building Strengthen skills, resources and abilities Adapt, lead and manage recovery
Does not control partner activities Does not prepare FEMA or FDRC recovery “plans”. Support is technical assistance to community led efforts Does not manage, control or direct other RSFs Does not manage or prepare the MSA or RSS – contribute CPCB elements to those documents Does not staff the entire FDRC’s org – staffs the Community Recovery Assistance Group Work with Voluntary Agency Liaison (VAL) to link with local government with VOADs and/or Long Term Recovery Group Not carrying out Voluntary Agency Liaison role Community Planning & Capacity Building RSF What CPCB is Not
CPCB In Sum….. 1.Share disaster wide community information and launch partners for evaluation and exchange 2.Convene partners to identify and resolve programmatic/strategic issues, leverage resources, aid all communities with TA 3.Provide FEMA technical assistance, based on FEMA Needs Assessment, to the few communities that warrant this support.
