2 (I) ELECTION OF 1864 a.Lincoln at odds with Congress over Reconstruction policy 1.Lincoln wanted a lenient policy allow Confederate states back into the Union as quickly as possible 2. 10% Plan: state could come back into union when 10% population took an oath of allegiance to the US; all southerners to get pardon (except for high-ranking Confederate army officers + govt. officials) 3. Wade-Davis Bill: wanted 50% of voters to take loyalty oath; Lincoln vetoed bill

3 (II) END OF THE WAR a.Lincoln inaugurated in March, 1865 b.Lincoln assassinated by John Wilkes Booth on April 15, 1865 c.Results of the Civil War (positive) 1.End of slavery in the US: Emancipation Proclamation freed slaves in areas of rebellion; 13 th amendment will abolish slavery in the U.S. 2. Northern industrial economy grew 3. Union is preserved d. Results of the Civil War (negative) 1.620,000 soldiers killed (360,000 Union and 260,000) 2.Southern economy devastated 3.Federal government becomes more powerful (uses draft for 1 st time; federal supremacy established)

5 e. Financing of war 1.Borrowed $ and sale of government bonds 2.Raised tariffs and first ever income tax 3.Both sides issues paper $, but public confidence was on North’s side e. Social change 1. women: worked on farms and factory jobs; military nurses

6 And now… 1.With your assigned group, use the guide sheet to develop a reconstruction plan based on the criteria you have in front of you (15 minutes) 2. Please designate one spokesperson to share out your group’s plan. 3. Answer Questions based on the actual plans that were developed during Reconstruction

7 Wrap Up… On a separate sheet of paper answer the following questions: 1.In your opinion, what do you think was the most important result of the Civil War? Why do you think that’s so? 2.Do you think the benefits outweighed its costs? Why or why not? 3.What do you think was the most important issue that needed to be resolved during the Reconstruction Era? Why do you think so?
