3 13 th Amendment Approved December 1865 Abolished slavery and forced labor Had to be ratified by each state Angered Southerners Led to black codes Laws that tried to put African Americans back into a system that was like slavery

4 Congress Against Johnson Did not like Johnson’s Reconstruction plan Did not want Southern senators and representatives back in congress Did not want Confederates gaining control of South Needed to protect freedmen and get them the right to vote

5 14 th Amendment 1866-Civil Rights Act passed: gave African Americans citizenship and civil rights Johnson vetoed the act, but passed 14 th amendment created to make sure the Courts could not take away the civil rights act Approved in 1868
