2 DBRAC Values Framework Values Framework Reference: Guiding Values: Access (page 5) Regardless of any student demographic, every student will have access to, and opportunities to benefit from, equitable and effective academic programs, including enrichment/elective offerings and appropriate individualized support services that ensure that they can thrive and achieve their potential in Portland Public Schools

3 DBRAC Values Framework Environment (page 6) In order to enable equitable access to programs, all school facilities should have the appropriate student enrollment, configuration and physical support for programmatic needs that match the size of the facility.

4 DBRAC Values Framework Values Framework Reference: Desired Outcome: Strong and stable enrollment in all schools This is achieved by: –The elimination of under-enrollment and overcrowding at PPS schools; and –The continuation of high rates of school-aged students attending District schools.

5 Staff criteria for scenarios All K-5/K-8 schools 50+ students per grade level –As many schools as possible have the potential to reach 75+ students per grade level All middle schools 150+ students per grade level

6 Staff criteria for scenarios As many schools as possible below 105% utilization –Lower utilization preferred for Title I schools, schools with expected enrollment growth Consolidation of middle grades Immersion programs where feasible Alignment of HS feeder patterns Compact boundaries

7 Highest lever Grade reconfiguration is more effective at achieving right-sized schools rapidly— particularly at the middle grades –Boundary change is a slow transition –Due to student density, some boundaries would have to be much larger—school closures possible –Program changes impact a limited range of schools
