ACT facilitates and encourages education, communication and collaboration across all levels of government. In 1989, ACT created the Industry Advisory Council (IAC) to foster improved communications and understanding between government and industry. Today, ACT reaches as many as 50,000 government IT professionals and has over 450 member IT companies in its Industry Advisory Council. HC SIG Background: The mission of the Human Capital SIG is to bring industry and government executives together to exchange information, support professional development, improve communications and understanding, solve issues and build partnership and trust, thereby enhancing government's ability to serve the nation's citizenry. 2 Agenda 1) Welcome and Introductions – Bill Fischer, HC SIG Chair 2) Updates from HC SIG Leadership 3) Updates from the SIG working groups 4) Panel Discussion – OPM Presents UnlockTalent.Gov Session Description The U.S. Office of Personnel Management (OPM) along with 14 federal agencies and the Office of Management and Budget, teamed up to produce a new website called UnlockTalent.gov that gives managers a visualization of the results of the annual Federal Employee Viewpoint Survey (FEVS). With UnlockTalent.Gov’s interactive and customized dashboard, Federal managers will be better able to analyze and understand the data from the FEVS and other sources, allowing them to creatively use the information in their engagement strategies. The dashboard gives Federal leaders innovative, visual ways to interpret the FEVS results and OPM’s Enterprise Human Resources Integration (EHRI) data. And it is an important step toward fulfilling a key goal of the President’s Management Agenda -- to create a culture of excellence and engagement that will foster higher performance in the Federal workforce. Session Participants Presenter: Arianne Jolene Gallagher, Senior Policy Analyst/Advisor, Planning & Policy Analysis, Office of the Director, U.S. Office of Personnel Management Arianne Jolene Gallagher is one of the leaders tasked with Driving delivery on the People & Culture work of the President’s Management Agenda, specifically on creating a culture of excellence and engagement to enable higher performance. She also works on Open Data and Federal Employee Health Benefits (FEHB) policy. Arianne recently returned from a deployment to the White House Office of Science and Technology Policy where she co-founded the Presidential Innovation Fellows program and served as its Deputy Director while administration of the program transferred to the General Services Administration. UnLockTalent.Gov User Panelists: Michael Lawyer, Special Assistant to the Chief Human Capital Officer, U.S. Department of Housing and Urban Development Michael has always had a passion for unlocking people’s potential. After a decade in the nonprofit sector helping people discover their generosity and commitment to the work, followed by a brief pause to attend the University of St. Thomas School of Law, he began work with HUD. Currently, he serves as the Special Assistant to the Chief Human Capital Officer, helping to develop and implement strategies and initiatives that enable HUD staff to perform at their best. Dr. Rhonda Jones, Assistant Director of Human Capital Planning and Executive Resources at CSOSA (Court Services and Offender Supervision Agency) Dr. Jones has worked in Human Capital for 16 yrs and for the Federal government for 3. She has published two book chapters and several articles on Talent Management, and has two HR certifications (SPHR and IPMA-HR CP). Her areas of expertise include Workforce and Succession Planning, Strategic Human Capital, and Executive Development. Prior to CSOSA, Dr. Jones held positions as a Workforce Planning Specialist at the National Archives and Records Administration (NARA). She was also a faculty member/instructor at several local universities including the George Washington University where she obtained her Doctorate degree in Human Resources Development.
