4 4 American Council for Technology / Industry Advisory Council About ACT and IAC ACT is a non-profit educational organization established in 1979 to assist government in acquiring and using information technology resources effectively and efficiently. In 1989 ACT established IAC to bring industry and government executives together to exchange information, support professional development, improve communications, and build partnership and trust, thereby enhancing government’s ability to serve the nation. ACT and IAC work together to provide an objective, professional and ethical forum where government and industry leaders can collaborate on addressing common issues towards a shared vision.

5 5 SOA Panel Discussion Recent global disasters demonstrate the importance of the government’s ability to communicate internally, across organizational boundaries, and with the public. A Harvard University Kennedy School of Government workshop on “Shared Services in the Public Sector” showed that states successfully implementing shared-services share a common background:  A new Governor with a new administration,  A major fiscal deficit. Most federal agencies that have successfully adopted SOA have a mandate to share information to support a cross-agency mission.

6 6 SOA Panel Discussion So while it is evident that government agencies need to be able to share information to be effective, Some “major impetus” is needed for agencies to take the necessary steps toward achieving this goal!  What does it take to implement SOA in government-agencies proactively?  What are the challenges to adopting SOA?  What do agencies need to know to prepare for their SOA initiatives?  Is the primary challenge in adopting SOA having the right technology, right organization, or the right methodology?
