Every interaction with customers or constituents is governed by logic based on policy and/or legislation Am I eligible for a welfare payment? Legislation and policy are copied directly into Microsoft Office, marked up, and then compiled into executable rules. The Word and Excel documents are easily matched to source material, and ideal for transparent sign-off of rules. Determination Reporting Once a determination is reached a full audit report is automatically built in natural language that states the result and the reasons for the determination (which sections of the Act or policy applied) Temporal Reasoning Patent Pending Provides time-based reasoning (allowing for changes in legislation/policy and circumstances over time without needing multiple sets of code or rules Dynamic Interactive Interviews The server automatically generates interactive interviews which interpret the relevant questions that need to be asked in order to make a determination. Those questions are then provided interactively, in groups, in a logical order. Policy Visualization To help understand the policy documents and their linkages, automated visualization tools illustrate the relationships inherent in the policy. Business User Regression Testing Business users have the capability to detect gaps or logic errors in legislation and policy. The platform can therefore be used to model policy changes. Business Users can then automatically apply proposed changes in policy or legislation to historical cases to analyze the changes (in eligibility benefits, tax collections etc..) Multi-Lingual capability Legislation and Policy can be mapped in English, Danish, Dutch, German (Beta), Spanish (Beta). More languages are under development, and are relatively inexpensive. No scripting or programming is required.

Fictional scenario A housing agency is required to administer a cash benefit under the Housing Benefit Act Call centres are issuing inconsistent and inaccurate advice; assessors are making mistakes in processing applications The agency needs a web-based questionnaire that can determine eligibility for the benefit: accurately consistently with automatic plain English explanations for decisions for both internal use and public self-service The legislation changes frequently and the system must be able to easily accommodate this Live demonstration of turning Housing Benefit Act (one page of legislation) into interactive web interview using Oracle Policy Modeling.

The fundamental parts of the calculation require the NRP’s gross income and further details to take into account for the calculation (for example, if you are in prison you do not pay Child Support). 25 25

The case worker then selects the “Calc” button to initiate the Child Maintenance Calculation. This invokes the Haley Data Connector for Oracle Siebel which takes the data that has been entered and sends it to the rules engine for assessment. 28 28

The determination engine notifies the case worker that the assessment was a success. 29 29

30 Siebel is updated with the liability
The annual liability has been calculated for the NRP. This is the total amount that they must pay in the year. 30 30
