These duties include meeting with the cabinet, issuing executive orders and appointing heads of departments and other government officials. Executive Orders: Executive orders are not law (only Congress makes laws), but they are legally binding orders given by the President, acting as the head of the Executive Branch, to Federal Administrative Agencies.
