3 HISTORICAL BACKGROUND ILGM successor-in-title of Institute of Town Clerks (ITC) Established to ensure a meaningful participation & involvement of the then “emerging managers” Idea mooted in Consultative workshop – Bloemfontein in May 1996 3

4 BACKGROUND (Contd.) Creation of Institute of Municipal Managers (IMM) Later ILGM Launched in Pretoria in 1996 No Act in place to support the existence Participation and joining a voluntary idea 4

5 VISION The iLGM aims to be the centre of excellence of Local Government Management in South Africa 5

6 MISSION To promote excellence in Local Government Management through the development and capacitation of managers in the sector and through lobbying of stakeholders and advocacy. 6

7 STRATEGIC OBJECTIVES 1.1 Enhance the profile of the organization among its stakeholders through effective communication 1.2Develop organizational and institutional capacity to improve the quality of local governance 1.3Promote capacity building initiatives in the sector which are aimed at enhancing local government management 1.4Build the institute as a knowledge and development resource 1.5Promote professionalism and adherence to Ethics and Values in the Sector 7

8 CURRENT PROGRAMMES Exchange Programmes – ICMA, SOLACE, etc Fellowship Programmes – USA, UK Round Table Discussions Provincial Workshops / Seminars Peer Review Programme linked to Code of Ethics International Relationships-UCLGA Municipal Manager’s Post Graduate Course – KZN Discussions underway with COGTA to professionalise career of Municipal Managers 8

9 WHO CAN BE A MEMBER? All Municipal Managers All Section 57 Officials All Managers in municipalities All Managers in National & Provincial Depts. Of Local Govt. Students in local govt. management All those involved in the local govt. sector although not employed by municipalities 9

10 STATE OF LOCAL GOVERNMENT Governance: Lack of consultation with stakeholders on governance No “collaborative approach” to Service delivery No transparency in decisions Problem could be categorized into Governance and Institutional Management: 10

Meaningful participation by both National and Provincial departments during IDP’s Even after finalising programs and projects, projects still gets delivered uncoordinated without services Meaningful follow up on matters discussed and agreed in various Premiers IGF’s The way Local Governments gets treated by National and Provincial departments 11

12 Institutional Management No capacity for strategic capacity/synergic visioning and therefore no capacity to plan; Lack of requisite skills to perform the function of management; Challenges related to appointment of “ suitable qualified persons “ to key positions Capacity to retain skills, and poaching of qualified persons by salary – attractive areas Coordinating agreed programs on IDP with Ward Committee meetings and their needs and their aspirations on what they want delivered 12

13 Challenges of Current System The creation of institutions that ensure accountability; Achieving financial and fiscal stability; Ensuring municipal service delivery to all households irrespective of income levels; The disregard of good corporate governance principles and or legislation governing such principles; 13

14 Challenges of Current System Local government-diffused, unfocussed, confused and lacking commitment and capacity to give effect to social, economic and constitutional demands; (Koster;1993;5) 14

15 Solutions Professionalization-professionalism to be legislated to solve human capacity challenges immediately; Community engagement & report backs on programs Introduction of the Principle of a Separation of Powers to Local Government; An Act like the previous Town Clerks Act 15

16 Solutions Simplification of IDP’s and Reinforcement of Integrated Planning; Relook at the two Tier System of District and Local Municipalities; Introduce a skills retention program; Enforce compliance with management systems-asset management, performance management systems; Management of resolutions of Premiers IGF 16

17 Solutions Coordination of agreed programs with Ward Committee discussions, and getting Ward Councilors accountable 17
