5 Finnish regions Finnish regions. Wintertime heating demand estimated to decrease by 10 % in by 2021 to 2050. Wintertime heating demand estimated to decrease by 20 to 30 % in Finland by 2100. Spanish regions. Peaks in electricity demand during summer heat waves are very likely to equal or exceed peaks in demand during cold winter periods in Spain Increase in cooling of 114 %for Madrid by 2071 to 2100. British regions. 2 °C warming by 2050 is estimated to decrease fossil fuel demand for winter space heating by 5 to 10 % and electricity demand by 1 to 3 %. Hungarian and Romanian regions. Wintertime heating demand estimated to decrease by 6 to 8 by 2021 to 2050. Central and southern Europe. Increase in cooling for central and southern Europe associated with an increase in inter-annual variability by 2071 to 2100. Greek regions. In Athens, estimated a 30 % increase in energy demand by 2080 during July due to air conditioning. In London In London, the typical air conditioned office building is estimated to increase energy used for cooling by 10 % by the 2050s,and around 20 % by the2080s I.I. 7 Climate change and changes in the energy sector firstly affect our regions, all sectors of regional economic activities, local people and their pocketbooks Regions can take action at a scale that complements that of the national governments and of the EU They are key players in evaluating energy demand and in determining if energy supply will meet current and future needs The environment can be a source of economic growth in regions I.II. 8 Strengthen lobbying activities to consider explicitly the role of regional authorities as being crucial to achieve the “3x20%” target Encourage networking in order to replicate successful practices Provide methodological support to regional authorities so that they achieve their territorial action plans Take advantage of existing funding opportunities to orient investment more energy efficiently III. 11 A cooperation network gathering European regions politically involved for promoting rural innovation at operational and regional level, but also within a strategic perspective at European level. A resource center providing methodological tools and an updated database with regional good practices for rural areas analyzed in terms of transferability. A field of experimentation for European regions allowing them to exchange and find solutions to face global challenges such as demographic evolutions, climate change, energy crisis, social and economic development III.
