FCC 01-382FCC 01-382 Wireless Communication Association Int’l (WCAI) - Oct. 7, 2002):Presented the FCC with a detailed proposal designed to assist in the Commission’s efforts toward amending its regulatory rules for the 2500-2690 Mhz band Wireless Communication Association Int’l (WCAI) - Oct. 7, 2002):Presented the FCC with a detailed proposal designed to assist in the Commission’s efforts toward amending its regulatory rules for the 2500-2690 Mhz band –Provides a band-plan that provides commercial and educational system operators with either FDD or TDD services. (Most current licensees will have 16.5 MHz for TDD operations.)

7 Current ITU Activities ITU-R WP8F: (September 25 - October 2, 2002 meeting in Geneva, Switzerland) ITU-R WP8F: (September 25 - October 2, 2002 meeting in Geneva, Switzerland) –Spectrum Working Group developed a Preliminary Draft New Report (PDNR) on: "Mitigating Techniques to Address Coexistence Between IMT- 2000 TDD and FDD Radio Interface Technologies within the Frequency Range 2500-2690 MHz operating in Adjacent Bands and in the Same Geographical Area.“"Mitigating Techniques to Address Coexistence Between IMT- 2000 TDD and FDD Radio Interface Technologies within the Frequency Range 2500-2690 MHz operating in Adjacent Bands and in the Same Geographical Area.“ –Report addresses potential improvements brought about when mitigation techniques are applied to the results of existing ITU TDD-FDD coexistence studies.

8 Other Groups Promoting TDD 3GPP TSG-RAN WG1: Currently evaluating the performance impact of including an OFDM channel with the existing UMTS HSDPA design. Low and high mobility cases being reviewed. TDD Coalition: Mission -- To promote TDD technologies and services, benefits, and requirements and considerations for implementing TDD. TDD Coalition: Mission -- To promote TDD technologies and services, benefits, and requirements and considerations for implementing TDD. –Active in: ITU-R WP8F, 3GPP, IEEE 802.16 MBWA, TD-SCDMA Forum, DECT Forum, and 3GPP2. Includes direct correspondence and TDD tutorials with the FCC.

9 What does all this mean? TDD is here to stay: TDD is here to stay: – ITU, 3GPP, and IEEE 802.16:Already evaluating and standardizing TDD-based technologies to take advantage of licensed TDD spectrum. TDD has significant benefits for cellular networks:TDD has significant benefits for cellular networks: –Additional spectral efficiency, especially for Internet and data traffic –Simpler designs –Cheaper spectrum in Asia and Europe, potentially the US –High potential for Next Generation (e.g. 3G and B3G)
