2 2 The Situation Climate change is a challenge Developing and EIT countries are the fastest growing source of GHG emissions OECD/IEA countries have agreed to help the countries grow “sustainably” by assisting them in deployment of clean technologies and practices

3 3 The Response The CTI is a tool to help developing and EIT countries by: –building capacity –training –disseminating information –identifying needs –adapting R&D

4 4 CTI and UNFCC The CTI helps to foster the discussions and implementation of the technology transfer aspects of the UNFCCC process. “..Annex II (Parties) shall take all practical steps to promote, facilitate and finance, as appropriate, the transfer of, or access to, environmentally sound technologies and know-how…” (Art.4.5.)

7 7 Co-operative Technology Implementation Plans (CTIP) CTIP is a multilateral approach to technology needs assessment:  Demand driven  Engages all relevant stakeholders  Employs bottom-up approach CTIPs active in: Southern African Development Community India Nigeria

8 8 Technology Needs Assessments CTI provides technical assistance for technology needs assessments Limited financial assistance is available Currently working with Ghana and Bolivia Collaborating with UNFCCC Secretariat, GEF, UNDP and others on effective methods for technology transfer

9 9 Regional Training Courses & Seminars Present options for clean technologies and practices to managers and policy-makers Facilitate project development process  November 2001: Regulatory Framework for Third Party Financing in Central Europe  November 2001: Appliance energy efficiency standards and labels in China  Late September : Accelerating the deployment of renewable energy / distributed generation in the Baltics

10 10 R&D Long-term vision is needed for clean technology innovation. CTI co-ordinates collaborative research and development efforts on clean technologies to pool knowledge and avoid repetition.  FLUXNET  PV generation  CO 2 ocean sequestration

11 11 Award Winners Network Open to Winners of the Climate Technology Award A vehicle for the dissemination of information about achievements, success stories and new project ideas Engage in development of new, possibly joint, initiatives.  Past winners span 5 continents and 9 countries.  Applications currently being accepted online until 7 May 2002

14 14 Online Publication of Energy News Circulates news of activities, findings, events and publications originating within the “IEA Family”, and notably within entities coming under the guidance of the IEA’s Committee on Energy Technology Research and Technology (CERT). It is a vehicle to generate broader cross-fertilisation of energy technology information and ideas between different players in the energy policy community, between different energy technology disciplines and among different countries, both within and outside IEA membership. Its goal is to create wider awareness of the results of work carried out within the IEA Family.

15 15 Technology clearing house Give project developers: –reliable information on clean-energy technology performance, cost and suppliers; –applicable regulations and incentives, –case studies of similar project types, –an easy-to-use interface. CTI Co-operation with SANet and EETIC.

16 16...clearing house User Inputs –User would select criteria from pre-set menus on: –Country (or region in country), –General project type (e.g.peak load reduction, off- grid systems) or –Specific project type (e.g. Grid-connected wind, residential CFLs) The system would analyse input parameters and suggest...

17 17...clearing house System outputs –Clean technology options, their environmental and economic performance characteristics, and suppliers. –Applicable regulations in the country and incentives available. –Case studies of similar projects. –If no applicable match found, request forwarded to an expert.
