2 Options to build an Information Clearing House (ICH) Reference: Annex to Decision 4/CP. 7 Technology Transfers (TT) ICH Note:The Secretariat is requested by the COP in paragraph 10 d) - first part - to accelerate the work to create this ICH for TT. Networking of International technology ICH under Convention Note: The Secretariat is requested by the COP in paragraph 10 d) - second part - to elaborate options for its implementation. ICH including a network of technology information centres Note: The paragraph 11 stablished that ICH without specification should be established by the time of COP 8.

3 What should be covered by the ICH? (1) n TT included and derived from cooperation and assistance projects and programs (PTI Database and others). n EST's economically viable related to socioeconomic scenarios preset ("types"). n Available sources to finance the development of EST's and TT and technical assistance.

4 What should be covered by the ICH? (2) n Methodologies and tools to facilitate: Identification and evaluation of TT key barriers, n Tools to assess of viability of TT specific projects and/or EST projects from the following perspectives: technical, economical, environmental, social and regulatory.

5 Structure and content of the ICH Some key aspects and characters (1) n 1. Related to ICH database: a. A few database specifically build up for the ICH (internal Database) and extensive use of others TT and EST inventories and databases available, (external Database). b. Minimal information accumulation within the internal Database.

Duplication - between internal and external Databases -of information on TT and EST's avoided. Related to ICH content: d. Database of PTI project and other of same shape and nature, integrated, completed and currently updated.

A database containing systematized information on environmental regulations and standards, fiscal provisions and investment incentives. f. Descriptive information on main characteristic of external Database components (public o private ownership of EST's, free consult or by payment, other services related and its costs,……).

8 Structure and content of the ICH Some key aspects and characters (4) Related to ICH content (cont.) : g. Routines and PC program's to help Parties in the process of EST's needs identification. h. Inventories of companies, networks and experts related to TT and EST's activities.

Relative to ICH search engine: j. Routines to guarantee an easy access to the diverse ICH devices and information components.

Languages simplified, easy to use and clear as much as possible, which efficiency had been tested by stakeholders.

11 Recommendations that can be consider by SBSTA n To build a wide ICH, including a network of technology information centres, to cover: a) TT Information and b) EST and know-how information. n To create instruments to stimulate and integrate the participation of private sector and international private organizations within the processes and activities of TT.

12 Recommendations that can be consider by SBSTA (2) n To evaluate the external Database, on quality of information criteria, degree of updating, objectives and its usefulness, users aims satisfied, etc. n To improve information quality of the external Database, trough updating and completing or strengthen its capacity.

13 Recommendations that can be consider by SBSTA (3) n To diffuse the existence of the ICH, promote its use and consultation between and within governments, institutions and TT and EST's stakeholders.

14 Comments on the usefulness of ICH

15 Final considerations ICH by itself, would be an efficient tool to: a. Increase the closeness of stakeholders and final users of TT and EST's. b. Contribute to the expansion of market size in relation to EST's and know-how.
