4 OBJECTIVE OF THE RFI To determine budgetary impact in the legislative process for implementing a state Incident Based Reporting (IBR) system which will feed data to the FBI National Incident Based Reporting System (NIBRS); AND To create requirements for a potential RFP for a statewide turnkey solution to collect, store and submit NIBRS information after reviewing market options available from this RFI. 6 RESPONSE PREPARATION Responses should include the following sections for the State’s review: THE SOLUTION: description of the solution to satisfy the requirements established in the RFI. PROJECT PLAN: a high level project plan including a schedule or timeline for project. BACKGROUND AND EXPERIENCE: qualifications related to implementation of similar systems especially in other states. COMPANY STRUCTURE: legal form of the respondent’s business organization, types of business ventures in which the organization is involved, and a chart of the organization. REFERENCES: comparable project references of similar scope and size including a list of at least (3) three clients for whom the respondent has provided services that are the same or similar to the services requested in this RFI. Information provided should include the name, address, and telephone number of the client facility and the name, title, and phone/fax numbers of a person who may be contacted for further information. COSTS: estimated costs to create environment as described in this RFI, which lists the one-time and recurring costs for the proposed solution. Describe change management methodology and software upgrades. TRAINING AND CERTIFICATION: training provided to use the system and certification(s) available to meet industry requirements. 8 Uniform Crime Reporting (UCR)
Uniform crime reporting is a collective effort on the part of city, county, state, tribal, and federal law enforcement agencies to present a nationwide view of crime Agencies submit crime reports monthly to a centralized crime records facility within their state Except in Indiana, Mississippi & New Mexico The state UCR Program then standardizes the data and forwards it to the FBI’s national UCR Program INDIANA DEPARTMENT OF ADMINISTRATION

9 National Incident Based Reporting System (NIBRS)
NIBRS intent to take advantage of available crime data maintained in modern law enforcement records systems NIBRS provides significantly more detail yielding richer and more meaningful data than those produced by the traditional summary UCR system INDIANA DEPARTMENT OF ADMINISTRATION
