1. List two ways the framers made it clear that the United States is one nation, not a loose confederation of semi-independent states?
- States must accept decisions, such as, criminal convictions that occur in other states.
- Citizens have the same rights in all states.

2. Why is it harder to ratify an amendment than to propose it?
It takes two-thirds of Congress to propose an amendment. It requires three-fourths of states to ratify the proposed amendment. The framers of the Constitution wanted to make sure amendments had the full support of the nation.
