1. What problems did the Confederation face? The Confederation did not have the power to tax. It had to borrow large amounts of money to pay war debts.

2. How was power divided in the new Constitution? Under the new Constitution, power was divided between the states and the federal government. The federal government had 3 branches (Executive, Legislative, & Judicial) that each had different powers.
