5 The Fully Networked Car Geneva, 4-5 March 2009 5 The eCall Paradigm o eCall is the term for a pan-European system for emergency calls in vehicles using the emergency telephone number 112 in case of accident o the introduction of this system with full European coverage has been foreseen in 2010 o emergency Call (eCall) in the context of road traffic can be described as a system to provide notification to Public Safety Answering Points (PSAP), by means of wireless communications, that a vehicle has crashed and to provide coordinates with a defined minimum set of data 112 voice Call 1 MSD 2 The single European emergency number 112 was introduced to enable citizens to call the emergency services by using one and the same number anywhere in the European Union [Council Decision of July 29, 1991 (91/396/EEC) and Universal Service Directive of March 7, 2002 (Directive 2002/22/EC)]

12 The Fully Networked Car Geneva, 4-5 March 2009 12 Public Safety Answering Point (PSAP) Key Features: o Usage of the Telco Service Exposure (TSE) platform for SMS reception o Management of the Minimum Set of Data (MSD) compliant to the eCall standard o Vehicle information display o Vehicle position and data visualized on several cartographic tools and systems

13 The Fully Networked Car Geneva, 4-5 March 2009 13 Advantages of Proposed Solution o No central eCall PSAP necessary (but possible) o Fast solution introduction, no specific infrastructures are needed o Open and neutral technology (SMS, USSD, WLAN etc.) o Car manufactures can select which protocol and encryption of data they prefer o High reliability (currently proved on the field and massive tests) o Redundancy through multi-access possibilities for the PSAPs o Possibility to connect the system to other backend applications o Low cost

14 The Fully Networked Car Geneva, 4-5 March 2009 14 Test & Results o Tests of the developed prototype have been conducted in Turin by Tema.mobility and ISMB with the support of Telecom Italia and Magneti Marelli o Further tests with T-BOX have been done in the framework of a cooperation with the Björn Steiger Stiftung (BSS) o BSS organized massive tests for the private eCall using an infrastructure that relies on a PSAP connected to two SMS-C gateways: 23 European Country crossed; More than 300000 SMS triggered during 9 months tests; Short delivery time for MSD: 63% t<8s, 11% 8s<t<15s … Private eCall is a reliable and flexible solution o Important to have an eCall solution applicable for all European PSAPs independent on the technological standard and financial situation First test campaign
