14. 58,5% of the scholarships open to candidates of Target Group 1: Students, teachers and administrative staff registered or affiliated in one of the Central Asian universities member of the partnership. 29% of the scholarships open to candidates of Target Group 2: Students, teachers and administrative staff registered or affiliated in other Central Asian universities or PhD candidates having obtained a university degree by an institution of the Central Asian countries involved. 12% of the scholarships open to candidates of Target Group 3: Nationals of the participating countries who are in particularly vulnerable situations, for social, economics and political reasons. 13
