14 Testing Irregularities & Security Breaches: 2014-15
Most Frequently Reported Irregularity in Coordinator Responsibility District Policy and Procedure Students, examiners, proctors using electronic devices during testing Before test materials are distributed to students clear desk and put away books, backpacks, cell phones, electronics devices, and other materials not permitted during testing Enforce District cell phone policy as outlined in LAUSD Parent Handbook Posting images of test materials on social media sites School to enforce a no electronic device policy to ensure posting on social media sites does not occur. Adopt more stringent cell phone and electronic device policy during testing. Some effective examples used by schools include, student places cell phone in a sealed plastic baggie or envelope to prevent turning on device. Cheating by students Sit students with sufficient space apart, to discourage cheating. If necessary use dividers or carrels. Do not allow talking. Ensure that strict supervision is maintained over each student while the student is testing. Examiner and proctor are to actively monitor students by walking around the room. Failure to follow test administration directions Allow enough time to train test examiner, proctors, and staff members involved in testing. Do read test directions exactly as stated in the Examiner’s Manual. Submit staff training documentation to the Testing Center to ensure all test examiners, proctors, and staff are properly trained and understand and sign the Test Security Affidavit. Signed Security Affidavits must be obtained prior to test examiners having access to tests or secure training materials, including on line trainings. Missing test materials Monitor the daily distribution and collection of test materials to test examiners. Ensure daily test counts by the examiner are accurately recorded on the Daily Inventory Control Form. See Attachment E. Testing EO, IFEP, and RFEP students Avoid testing EOs, IFEPs, RFEPs, giving a student another student’s test, and testing a student twice. Submit a roster of students tested to the Testing Center. CELDT Support Session Follow process for administering & scoring of Initial Assessments Scoring Administration CELDT Edition is obsolete and cannot be used in the school year. See REF-6499, Final Administration and Collection of Obsolete Materials, CELDT Edition, dated May 4, 2015, for instructions on returning the materials. Transitional Kindergarten students (TK) are required to take the CELDT. Students enrolled in Transitional Kindergarten Expansion Program (TE) will take the CELDT within 30 days of turning five (5) years of age. Test examiners who have administered the CELDT in the past are required to re-certify on all parts of the Edition. Only trained qualified certificated staff members (with a teacher credential) are eligible to administer and score the CELDT. Trained paraeducators are permitted to proctor and assist in the administration of CELDT (e.g., provide sharpen pencils, distribute test materials, observe students during testing), but are not permitted to administer the assessment to students or score student responses. Information displayed on bulletin boards, whiteboards, or charts that could be used by students to help answer test questions must be removed or covered. All items must be administered within a domain in the order presented in the test. The oral portions of the test should never be administered in a location where others are being tested or in an area where a student might overhear the test items before taking the test. Test examiners are required to read the sections in the “Say” boxes in the Examiner’s Manual exactly as stated. CELDT 2015 CELDT Coordinator Support Training

CELDT Support Session Follow process for administering & scoring of Initial Assessments Scoring (Continued) Administration (continued) Students enrolled on August 18th, taking the Initial CELDT, must be tested by September 16th. CELDT documents not submitted for scoring by the October deadline will be out of compliance with federal and state requirements and will not be included in the school’s Annual Measurable Achievement Objectives (AMAO) calculations and summary data. Demographic pages must be completed by the testing coordinator or the test examiner, not by students. Students must write only in the lines provided in the response boxes for the writing section. Pencil marks in the answer book margins or outside the writing section boxes will not be scored. Test books with student marks cannot be reused. Schools should not wait for the barcode labels before beginning testing. Scoring Initial tests must be scored locally before submitting tests to the Testing Center for official scoring by EDS. Use the Local Scoring Tool (LST), a web-based application that calculates the raw scores, scale scores, and performance levels for scoring the CELDT. The LST can be accessed from the Student Testing Branch web page at, Clicking on the CELDT link, then on the Local Scoring Tool link. Unofficial scores (Student Score Sheet or Local Scoring Tool) must be kept in the student’s Master Plan Folder. Unofficial scores for IFEPs are to be kept in the student’s cumulative folder. CELDT Support Session Affix pre-ID labels to Answer Books Schools will receive adhesive barcode labels for students in grades K-12 for whom complete data were available in the school’s student information system. The District is working with MiSiS to capture the demographic information required to generate pre-ID barcode labels. Demographic information due in MiSiS for pre-ID labels on August 31 and for late pre-ID labels due on September 15, 2015. Each student in grades K-12 will have one barcode label. Each new group of students will begin on a new row with a header label. There are no separator pages or blank rows between groups. Each of the barcoded labels for students to be tested must be affixed horizontally in the top left-hand box indicated on the Answer Books. Barcode labels will be delivered to the schools according to the schedule as followed, pre-ID Labels are to be delivered the week of September 28, and late pre-ID Labels are to be delivered October 9. Schools should not wait for the labels before beginning testing. Write the name of the student in Box 1 (no coding is necessary), the grade, and the birth date on the answer book for each student. When the barcode labels arrive, affix the labels to the Answer Books for each student. If a barcode label for a student is not received or the label contains incorrect information, the demographic information must be hand bubbled. Retain all unused labels until November 10, Destroy adhesive barcode labels for any students who are no longer enrolled in the school.  IT IS ESSENTIAL THAT TEACHERS VERIFY STUDENT NAMES ON BARCODE LABELS AND THAT STUDENTS RECEIVE THE CORRECT ANSWER BOOK. HAND-CODED INFORMATION WILL NOT OVERRIDE THE PRE-IDENTIFICATION DATA. CELDT 2015 CELDT Coordinator Support Training
