18  Executed on October 22, 2010  Formally designates the American Red Cross and FEMA as co-leads for mass care component of ESF-6, including:  Feeding  Sheltering  Distribution  Family Reunification

19 Agreement Goals  Enhance coordination, pool expertise and ensure the best possible support to states, territories and tribal nations to build Mass Care response capability.  Strengthen response capacity by developing a National Mass Care Strategy through a broad-based collaboration between government, the non-profit and faith-based community, National VOAD and the private sector.  Enhance collaboration between voluntary organizations and their government response partners.
