2 APPROACH FOR THE STRATEGY DEVELOPMENT 2 The strategy covers the five-year period 2013/14 – 2017/18 The strategy embodies both compliance and paradigm imperatives of government as well as international obligations The Strategy remains underpinned by SAWS’ line of sight of Government priorities; in particular, Outcome 10 (related to the environment and lead by the Ministry of Water and Environmental Affairs). This provides both alignment as well as elaboration of SAWS’ contribution to the achievement of the national priorities The National Treasury Framework for strategic plans and APP’s was used in determining criteria for performance targets and indicators The APP represents greater detail of the programme of action outlined in the SAWS Strategic Plan

3 Templ ref: PPT-ISO-.001 Doc Ref no: CEO – QUAR-REP 112012 STRATEGIC GOALS & OBJECTIVES 3 STRATEGIC GOALS (Provide the roadmap towards achieving the Organisation’s mandate and mission, and response to the Strategic Drivers) STRATEGIC OBJECTIVES (Elements of the Strategic Goal - An indication of what focus areas contribute to the Strategic Goal) 1.To ensure the continued relevance of the organisation in delivering meteorological and related products and services in compliance with all applicable regulatory frameworks. 1.1 Organisation wide compliance with all applicable national and international regulatory frameworks. 1.2 Develop, implement and improve programmes and applications for weather and climate variability, climate change adaptation and mitigation. 1.3 Develop and deliver products and services. 2. To ensure the effective management of stakeholder, partner and key client relations. 2.1 Maintain and enhance beneficial relationships with key stakeholders and improve programmes that ensure effective communication 2.2 Maintain and promote International Relations and Co- operation

To address the short- term viability and long- term sustainability of SAWS revenue and ensure continued fiscal discipline. 3.1 To grow and optimise the public good revenue. 3.2 To grow and optimise commercial revenue streams. 4. To ensure continuous organisational effectiveness and efficiency. 4.1 An optimal organisational design which supports the organisational strategy. 4.2 An optimal observation network, processing and dissemination platforms. 5. Ensure the availability of strategy-driven human capital capacity for SAWS performance. 5.1 Ensure the availability of strategy-driven human capital capacity for SAWS performance.. 5.2 Institute, maintain and enhance an enterprise performance management capability.

5 Templ ref: PPT-ISO-.001 Doc Ref no: STRAT-APP-PCWEA 022013 STRATEGIC OBJECTIVES SUPPORTING DEA PROGRAMMES 5 SAWS strategy supports: Government’s national priorities, particularly Outcome 10 (led by DEA) DEA’s Programme 3: Oceans and Coasts: Promote, manage and provide strategic leadership on oceans and coastal conservation DEA’s Programme 4: Climate Change and Air Quality Management: Improve air and atmospheric quality, lead and support, inform, monitor and report efficient and effective international, national and significant provincial and local responses to climate change SAWS’ contribution to the above programmes is detailed below.

Operational Tsunami early warning system for SA Refine Tsunami early warning system for SA by testing receipt of warning messages by Disaster Management Centre, Council for GeoScience and other stakeholders Tsunami early warning system for SA operational and tested in collaboration with National Disaster Management Centre & Council for Geo Science with report on disseminated Tsunami warnings.

SAAQIS Phase II fully developed, implemented, tested, maintained and enhanced SAAQIS Phase II NAEI tested and rolled over nationally SAAQIS Phase II developed and implemented according to plan.
