5 CALIFORNIA STATE BOARD OF EDUCATION Transitioning to a New Accountability System What are the primary goals and purposes of the new accountability system? What local and state multiple measures and data are available, valid, reliable, and useful as we phase in a new accountability system? What technical issues and additional analyses will need to be addressed in developing a valid set of indicators? 5

How will the accountability system provide status and growth information? How will information on how well schools and districts are performing and making satisfactory progress be determined? 6

7 CALIFORNIA STATE BOARD OF EDUCATION Key Purposes of New Accountability System Support continuous improvement by LEAs Provide well-timed and actionable data for use by educators, parents, community members and policymakers to strengthen local accountability. At the state level, differentiate the performance of districts and schools that need support and technical assistance. 7

8 CALIFORNIA STATE BOARD OF EDUCATION Local Control Funding Formula Principles The LCFF fundamentally changed how California funds Local Educational Agencies (LEAs) and holds them accountable for student success. California now funds school districts, charter schools, and county offices of education equally per student with adjustments based on grade levels and student characteristics. LCFF replaces complicated, restrictive system with local flexibility, equity, transparency, and performance. 8

9 CALIFORNIA STATE BOARD OF EDUCATION LCFF Accountability Components Districts develop, adopt and implement 3-year Local Control Accountability Plans (LCAPs) to improve student performance. Beginning in 2015, districts provide annual updates on progress toward student goals. Concurrently, CA adopted a new system of support and technical assistance for districts and counties, guided by evaluation rubrics. Builds on a continuous improvement model of accountability. 9

May include performance and other exams. 11

15 CALIFORNIA STATE BOARD OF EDUCATION Key Principles for Evaluation Rubrics Design Process Align to LCFF design principles: student focused; equity, transparency and performance-based. Serve as a resource that LEAs find useful to guide reflections and provide helpful ideas to support students. Support continuous improvement process focused on student-level outcomes. 15

16 CALIFORNIA STATE BOARD OF EDUCATION Evaluation Rubrics Statutory Requirements To assist local education agencies to identify strengths, weaknesses, and areas that require improvement To assist County Offices of Education to identify school districts and charter schools in need of technical assistance To assist the State Superintendent in identifying school districts for which intervention is warranted To reflect a holistic, multidimensional assessment of school district and individual school site performance and include all of the state priorities To include standards for school district and individual school site performance and expectation for improvement in regard to each of the state priorities 16
