PERSPECTIVES OF OFFSHORE WIND ENERGY DEVELOPMENT IN MARINE AREAS OF LITHUANIA, POLAND AND RUSSIA, 2007-12-13, PALANGA PERSPECTIVES OF OFFSHORE WIND ENERGY DEVELOPMENT IN MARINE AREAS OF LITHUANIA, POLAND AND RUSSIA Saulius Gulbinskas Coastal Research and Planning Institute, KU NEIGHBOURHOOD PROGRAMME LITHUANIA, POLAND AND KALININGRAD REGION OF RUSSIAN FEDERATION PROJECT PART-FINANCED BY THE EUROPEAN UNION

PERSPECTIVES OF OFFSHORE WIND ENERGY DEVELOPMENT IN MARINE AREAS OF LITHUANIA, POLAND AND RUSSIA, 2007-12-13, PALANGA REASONS FOR PROJECT IMPLEMENTATION European level European Commission directive 2001/77EC – which encourages use of alternative energy sources including wind energy National level National Sustainable development strategy and National energy Strategy – foresees that 7 % of energy must be produced from alternative energy sources Land use level Limited possibilities for wind farm building in land, high prices of land Economic level Possibilities of investments to wind energy

PERSPECTIVES OF OFFSHORE WIND ENERGY DEVELOPMENT IN MARINE AREAS OF LITHUANIA, POLAND AND RUSSIA, 2007-12-13, PALANGA PROJECT PARTNERS: RUSSIA RUSSIA, Kaliningrad oblast:  ABIORAS POLAND POLAND, Pomeranian Voivodship  MIG;  Maritime Office in Gdynia;  Polish Wind Energy Association LITHUANIA LITHUANIA, Klaipėda County  COORDINATOR  COORDINATOR – Klaipėda university, CORPI;  SSI - Strategic Self-management Institute  Klaipėda County Governor's Administration

PERSPECTIVES OF OFFSHORE WIND ENERGY DEVELOPMENT IN MARINE AREAS OF LITHUANIA, POLAND AND RUSSIA, 2007-12-13, PALANGA Objectives To promote the off shore wind energy development in terms of: identification of current and planned marine use; spotlighting the possible conflicts; offering the alternative interconnection scenarios; evaluating of economical feasibility; preparing the Strategic Environmental Impact Assessment; setting the guidelines for the application for construction permits; The main goal of the project is to create conditions for effective development of wind energy production in the Baltic Sea coastal zones of three neighbouring countries: Lithuania, Russia and Poland.

PERSPECTIVES OF OFFSHORE WIND ENERGY DEVELOPMENT IN MARINE AREAS OF LITHUANIA, POLAND AND RUSSIA, 2007-12-13, PALANGA LOGICAL MATRIX OF THE POWER PROJECT

PERSPECTIVES OF OFFSHORE WIND ENERGY DEVELOPMENT IN MARINE AREAS OF LITHUANIA, POLAND AND RUSSIA, 2007-12-13, PALANGA Reporting GIS MAP:GIS MAP: identification of current and planned marine use, spotlighting the possible conflicts STUDY:STUDY: offering the alternative interconnection scenarios STUDY:STUDY: evaluating of economical feasibility SEIASEIA: preparing the Strategic Environmental Impact Assessment GUIDELINES:GUIDELINES: setting the guidelines for the application for construction permits

PERSPECTIVES OF OFFSHORE WIND ENERGY DEVELOPMENT IN MARINE AREAS OF LITHUANIA, POLAND AND RUSSIA, 2007-12-13, PALANGA GIS layers and possible conflicts for identification of perspective wind energy parks areas

PERSPECTIVES OF OFFSHORE WIND ENERGY DEVELOPMENT IN MARINE AREAS OF LITHUANIA, POLAND AND RUSSIA, 2007-12-13, PALANGA We started our project more as marine territory planning, but now we have results for potential investments and politicians. Next step for development and continuing this activity – to solve energetic problems.
