Surveillance and Broadcast Services January 9, 2007 3 Federal Aviation Administration Background: Initial Investment Decision On September 9, 2005 the JRC approved the initial investment decision for Future Surveillance and directed the team to seek a final investment decision from the JRC by July 2006. The JRC also approved establishing an ATO-level Surveillance and Broadcast Services office that would be responsible for coordinating and obtaining funding to support the agency-wide resources required to develop, implement, and manage the ADS-B future surveillance services and systems.

Surveillance and Broadcast Services January 9, 2007 4 Federal Aviation Administration Background: Program Governance

Surveillance and Broadcast Services January 9, 2007 5 Federal Aviation Administration Background: Program Objective Develop a multi-segment, life cycle managed, performance based ADS-B strategy that aligns with the Next Generation Air Transportation System (NGATS) vision and generates value for the National Airspace System (NAS) –Integrate Concept of Operations for Portfolio of ADS-B Applications –Develop Application Life Cycle Management Approach Portfolio Management for Applications Requirements Management Across the Applications Performance Criteria Management –Establish Infrastructure –Continuously Monitor Value and Adjust Investments

Surveillance and Broadcast Services January 9, 2007 6 Federal Aviation Administration Definition of Program: Automatic Dependant Surveillance - Broadcast (ADS-B) A utomatic –Periodically transmits information with no pilot or operator input required D ependent –Position and velocity vector are derived from the Global Positioning System (GPS) or a Flight Management System (FMS) S urveillance - –A method of determining position of aircraft, vehicles, or other asset B roadcast –Transmitted information available to anyone with the appropriate receiving equipment

Surveillance and Broadcast Services January 9, 2007 7 Federal Aviation Administration Definition of Program: Traffic Information Service - Broadcast / Flight Information Service - Broadcast TIS-B is a service which provides ADS-B equipped aircraft with position reports from secondary surveillance radar on non-ADS-B equipped aircraft. FIS-B transmits graphical National Weather Service products, temporary flight restrictions (TFRs), and special use airspace.

Surveillance and Broadcast Services January 9, 2007 8 Federal Aviation Administration Background: Initial ADS-B Services and Applications (1) Merging and Spacing and Cockpit Display of Traffic Information (CDTI) Assisted Visual Separation (CAVS) are a part of the Enhanced Visual Approaches Application Services / Applications: Surveillance Broadcast Services (En Route, Terminal, Surface) Traffic / Flight Information Broadcast Services Enhanced Visual Acquisition Enhanced Visual Approaches (1) Final Approach and Runway Occupancy Awareness Airport Surface Situational Awareness Conflict Detection

Surveillance and Broadcast Services January 9, 2007 16 Federal Aviation Administration Acquisition Status: SIR The Screening Information Request (SIR) was released on November 30, 2006 The purpose of this SIR is to identify offerors who are most likely to receive an ADS-B contract award Discussions will continue with those identified offerors ultimately leading to issuance of a Request for Offer (RFO)

Surveillance and Broadcast Services January 9, 2007 17 Federal Aviation Administration Acquisition Status: SIR Responses are to be submitted no later than January 24, 2007 A down-select decision is anticipated on or about February 22, 2007 The RFO will focus on evaluating implementation of Broadcast Services into the NAS and how the services are proposed to be rolled out

Surveillance and Broadcast Services January 9, 2007 18 Federal Aviation Administration ADS-B Tiger Team for Avionics Purpose –Provide an agreed upon set of assumptions and constraints on positioning performance requirements needed for the NPRM and potential avionics solutions that are critical to determining cost and equipage needs for ADS-B
