3 General Overview Questar will use Pre-ID data to generate student barcode labels and determine quantity of test materials for shipping. The 2014-2015 school year, will be the fourth year that all LEP student demographics will be pulled from ISEE and sent on to the IELA vendor, Questar, for upload to ServicePoint, for Pre- ID purposes. Districts are responsible for the review of student information and updates, if needed. SUCCESS BY YOUR STANDARDS ®

4 Cont. It’s imperative that your student information system (SIS) is accurate and up to date within the state’s student information system. If your district is not included in the file, an additional materials request will need to be submitted AND answer documents will need to be bubbled as student barcode labels will not be generated. With Pre-ID Label: Districts only need to bubble in 13-15 Without Pre-ID Label: Districts will need to bubble in 1-15 SUCCESS BY YOUR STANDARDS ®

5 Export Dates The first IELA Pre-ID File export was pulled on Tuesday, October 21 st for review purposes only. A second file will be exported on November 24 th which will be sent on to Questar to be imported into ServicePoint for district review and editing during the IELA Pre-ID window. This file will include all LEP and LEPX students. A third file will be exported on December 26 th and sent to Questar to extract new LEP students (only). SUCCESS BY YOUR STANDARDS ®

6 Previous Issues If a district did not submit their monthly district ISEE information to the state on time or if the district’s upload contained errors; an ISEE core download did not occur, so the IELA export for that district did not occur, or occurred with inaccurate information. ISEE monthly submission deadlines occur mid-month; a detailed table of dates and times can be found at, http://www.sde.idaho.gov/site/isee/submissionSchedule.htm http://www.sde.idaho.gov/site/isee/submissionSchedule.htm The LEP status field choice in the SIS was not linked to the correct ISEE code, causing an incorrect export of data. This issue appeared to be associated with the Power School SIS. For example, a continuing LEP student may have the correct coding of LE within the special programs portion of PowerSchool, with the correct language indicated; yet, when the export occurred, the student was coded "N" for "Not LEP," causing the IELA spreadsheet export not to occur because the data downloaded indicated that the district did not have any LEP students.

7 Cont. If an LEP student’s LEP Language was not specified in the district’s SIS, an ISEE export would not occur. If a student’s LEP status was correctly indicated as “N” – Not LEP in the SIS, the LEP Language defaulted to English. If a student is correctly coded “not LEP”, they are not supposed to have an LEP language assigned to them. Since the export from ISEE to Service Point requires both the LEP Status and LEP Language fields filled for the export to occur, all students within the district were being pulled due to the Language default. This issue appeared to be associated with the Lumen SIS. SUCCESS BY YOUR STANDARDS ®

8 Cont. Power School – All district students were identified as LEPX for LEP status. Possible reason, Power School had improper coding linked to the LEP status field, or if the LEP status was not selected, all students default to LEPX. Remember to choose “N” for those students who are “not LEP.” Please see correct ISEE – LEP status coding below. o Correct ISEE – LEP Status Coding o L1 – first year LEP (LEP1) o LE – continuing LEP student (currently in a LEP program) o X1 – Exited from a program first year (LEPX1) o X2 - Exited from a program second year (LEPX2) o N – Not LEP o EW – Waived from services (ELL-W) o FL – Former LEP, now fluent (exited beyond the 2 years)

9 Student Demographic Information The important student demographic information for each LEP student that will be exported from ISEE and sent on to Questar will be the following: Student State Unique ID Number (EDUID): When registering students new to your district, from in-state, please be sure to use the student’s FULL legal name. This will allow for the pre-assigned EDUID to be matched with your student; in this way, students will not be issued two or more EDUIDs.

10 Cont. LEP Status: Make sure that all LEP students have been assigned the correct LEP status; please reference LEP status coding. LEP Language: Make sure all LEP students are assigned the correct language and that all non-LEP students are not assigned a language. Grade: Make sure all LEP students have been assigned the correct grade level in your student information system. This will guarantee that your LEP students will be assigned the correct assessment.

11 ISEE Assistance To lessen and avoid the common issues stated above, district Testing and/or LEP Coordinators can set up a time to meet with his/her district ISEE data reporting person, and go over the student demographic fields in reference to the district’s LEP students. In the event that there are student demographic errors or warnings after the server upload and the district ISEE data reporting person is unsure of what to do, have them contact the region’s ISEE coordinator. It is recommended that you change your password annually. 13 Process Overview The Idaho Department of Education will provide Questar with a file (ISEE) on November 24, 2014 to include all identified LEP and LEPX students. Questar will import all students into ServicePoint. Districts will log-on to ServicePoint during the window of December 1, 2014 through December 29, 2014 to view and edit student information. A second file of new LEP students (only) will be provided on December 26, 2014. Districts will also need to make updates in SIS. Please ensure that updates are made prior to the December 19 th ISEE upload.

15 Manage Students Select from all students, by school, or search by name or grade.

16 Sort Student Information Sort students by clicking on field heading.

17 Select Students Select Student by clicking on Statewide Student ID.

18 View and Edit Changes to student demographics during the Pre-ID window will be limited.  LEPX, LEP1 and ELL-W status can be updated.  Test Form Type (Beginner and Intermediate/Advanced) can be updated.  Testing status of LEPX students and Not-Testing status of LEP students can be updated.

21 Test Form Type At the time of ServicePoint import, LEP1 students will be assigned the Beginner level form and all other LEP students will be assigned the Intermediate/Advanced level form. If appropriate, you may change the test form type designation. 005 Sample

22 LEPX Students By default, all LEPX students are considered Not-testing. Mark the Testing box Yes, if an LEPX student will be tested. Note: Testing LEPX students is optional. LEPX students must be marked Yes to receive assessment materials and barcode labels.

23 LEP Students Not-Testing Mark the testing box No if an LEP student will no longer be testing in your district. A Not-Testing reason must also be selected from the drop-down window. Selecting Not-Testing will remove the student from the Pre-ID Roster and they will not receive test materials or a barcode label.

24 Additional Information IMPORTANT: You must click on the Save button after making changes to student information. Districts can not directly add new students to the Pre-ID roster. IMPORTANT: Students that are not part of the Pre-ID roster at the time the Pre-ID window closes will not receive test materials or barcode labels. An additional materials order must be ordered through ServicePoint during the window of February 9—March 19, 2015.
