Quality Services in Partnership With Our Community Which Promote Safe and Secure Neighborhoods  Chief Gellatly introduces “Community Oriented Policing” concept in 1991.  Citizens Police Academy (CPA) established in 1991.  Volunteers in Policing(VIP) program becomes an extension of the CPA program.  First CPA class graduates in March, 1992.  First VIP starts working within Savannah Police Department in June 1992.
